JOB SUMMARY:
Reporting to the Director of Infrastructure and Planning Services, this position acts as the Town of Hay River’s project manager for the planning and delivering of municipal infrastructure projects. The position acts as the Town’s main point of contact for all aspects related to the planning, delivery, coordination and administration of each assigned project. The position will complete projects through external consultants and contractors as well as in-house resources as required by each project’s scope. The position manages several capital projects and project teams at once.
The Municipal Infrastructure Project Manager will play an important role in advancing the yearly Capital Program. This position will manage municipal infrastructure projects and project teams using the latest standards and best practices for project management. The projects assigned to the department will encompass all areas of municipal infrastructure including sanitary collection, treatment and disposal, water distribution, drainage, transportation, buildings/facilities and parks.
DUTIES & RESPONSIBILITIES:

Project Planning & Coordination. This includes but is not limited to:
-
Coordinates infrastructure projects including scope definition, cost estimation, stakeholder engagement, public consultation, tendering, construction oversight, and project closure.

Coordinates implementation of infrastructure projects with other Town divisions and departments.
-
Provides timely information to the Director of Infrastructure and Planning Services to keep projects on schedule and on budget or adjust as needed.

Works with the project team and Director of Infrastructure and Planning Services to resolve contract disputes; and
-
Coordinates with grant administrators to meet grant funding requirements.

Technical Oversight. This includes but is not limited to:
-
Develops terms of reference for infrastructure projects, reviews consultants’ designs, plans, tender packages, reports and monitors consultants’ performance on behalf of the Town.

Develops scopes of work for procurement of professional services and construction services, including EOIs, RFPs, RFQs and Tender Documents.
-
Provides infrastructure expertise for project scoping and provides recommendations for studies related to area and regional servicing.

Investigates, researches, and prepares reports on technical issues; and
-
Acts as Inspector and/or Contract Administrator for construction projects; conducts meetings, corresponds with contractors, and supports dispute resolution. Reviews construction drawings and specifications.

Financial Management. This includes but is not limited to:
-
Assists with the development and management of project budgets from initiation through design, construction, and closure.

Reviews and authorizes/validates payments to external service providers and suppliers; and
-
Prepares project spend forecasts for the annual Capital Budget and variance reporting.

Regulatory Compliance & Stakeholder Engagement. This includes but is not limited to:
-
Ensures infrastructure projects adhere to government, utility, indigenous, and corporate regulations, standards, legislation, and approvals. Coordinates and consults with agencies to secure project approvals.

Develops and maintains external contacts with contractors, suppliers, distributors, regulatory agencies, private organizations, and utility groups on matters relating to municipal projects and industry practice; and
-
Meets with developers, contractors, managers, staff, and the public to discuss projects and provide direction and recommendations in accordance with Town standards and requirements for infrastructure projects.

Quality Assurance & Safety. This includes but is not limited to:
-
Performs field inspections of constructed works for quality assurance with Town requirements.
-
Ensures staff and contractors comply with the Occupational Health & Safety Act and the Town’s Health and Safety Management System; and
-
Accepts contractor completed works on behalf of the Town, including walkthroughs, warranty inspections, and deficiency lists.

Data & Asset Management. This includes but is not limited to.
-
Assists in the development and maintenance of infrastructure databases and coordinates technical data gathering, infrastructure inspections, and evaluations including the reviewing and updating of GIS and asset management files and as-built drawings.

Reporting & Communication. This includes but is not limited to:
-
Conducts a post-project review to evaluate success and identify areas for improvement; and.

Writes reports for Senior Management and Council as required.

Performs other related duties as required.
KNOWLEDGE and SKILLS:

The following knowledge and skills are required for an individual to be able to perform the duties of this position:
Education and Experience:
-
Diploma in Civil Engineering Technology or equivalent in related fields.
-
A project management professional (PMP) or Certified Associate in Project Management (CAPM) is required.
-
Minimum 3 years' experience in municipal infrastructure which could include one or several of the following. sanitary collection, treatment and disposal, water distribution, drainage, transportation, buildings/facilities and parks infrastructure.
Job Knowledge Requirements:

Knowledge of design and project management concepts related to municipal engineering and construction and stakeholder engagement in the delivery of infrastructure projects.

Comprehensive knowledge of municipal, territorial, and federal regulations related to land and infrastructure development.
-
Working knowledge of NWT safety requirements and responsibilities applicable to owners and prime contractors in municipal construction projects; and.
-
Experience with or interpretation of the output from computer modelling software in a sanitary or drainage application.
Technical Skills & Abilities:

Ability to manage several projects simultaneously, of considerable scope and complexity, on time and within budget.

Ability to edit engineering drawings and graphics using computer-aided drafting (AutoCAD/Civil 3D or equivalent) methods, as required.

WORKING CONDITIONS:
Physical Demands:
At times, the Civil Infrastructure Manager’s duties will require visits to the work site. The incumbent will have to work in all weather and must be prepared for both extreme heat and cold.
Environmental Conditions:
There are no unusual environmental demands with this position.
Sensory Demands:
Work requires standard use of a computer with visual concentration required.
Mental Demands:
May have many projects on the go at any one time. This can create stress as well as challenges to multi-tasking and concurrent project management requirements.
