Position Highlights
Capital Construction, within Project Delivery, is responsible for a multi-billion-dollar portfolio comprising of more than 2,000
active contracts. The Capital Construction Group safely delivers large, multi-disciplined, complex high-risk projects that span
multiple years. The group adheres to well-developed standards, has developed and maintained outstanding supplier
partnerships as well as stakeholder and First Nations relations. Through continuous improvement of our people, processes,
and tools, we are responsible for all aspects of the safe construction of capital projects.

The Commissioning Engineering team is seeking a Specialist Engineer to provide technical leadership for testing and
commissioning of major electrical and station service equipment across transmission and generation assets.
In this role, you act as a technical authority for complex and non-standard commissioning activities. You apply advanced
engineering judgment to support high-risk decisions, resolve difficult technical issues, and improve engineering practices
across projects and teams.

What you'll do

Provide technical leadership for testing and commissioning activities on complex or high-risk projects involving

transmission and generation equipment

Serve as a subject matter expert in partial discharge (PD) testing and diagnostics, including development of test programs,

selection of methods, coordination of execution, and interpretation of results

Provide specialized expertise in reactive equipment, including, but not limited to, power transformers, shunt reactors, and

series capacitor banks, by developing test strategies, interpreting diagnostic results, and resolving equipment-specific
issues related to, but not limited to, insulation systems and dielectric performance

Interpret complex, abnormal, or non-standard test results and provide clear, defensible engineering recommendations

based on equipment condition, operating expectations, test limitations, and system risks

Apply risk-based engineering decision-making to commissioning requirements, including identifying opportunities to

optimize test scope while maintaining reliability, safety, and compliance

Challenge traditional testing approaches where appropriate by applying engineering rationale, alternate verification

methods, and condition-based evidence

Provide technical guidance to engineers, field personnel, and contractors on test interpretation, issue resolution, and

commissioning decisions, particularly in situations involving uncertainty

Act as a technical authority for commissioning decisions by integrating test results, design information, and operational

context to balance reliability, risk, schedule, and operational needs

Collaborate with cross-functional stakeholders including field operations, construction teams, project managers, and

technical specialists to plan testing activities and resolve complex commissioning challenges

Lead development and continuous improvement of commissioning practices, standards, and technical guidelines,

including documenting approaches for resolving non-standard or anomalous results

Mentor engineers across experience levels, providing coaching in testing strategies, diagnostics, and engineering

decision-making

Review work completed by internal staff, consultants, and contractors to confirm technical quality and alignment with

accepted engineering practice

Participate in field inspections and witness or supervise specialized testing activities as required

Lead commissioning planning and execution activities for complex and/or high-risk projects by acting as the Work

Package Manager, including defining scope, coordinating resources, vendors, and field execution requirements, and
supporting project readiness, risk mitigation, and successful delivery.

What you bring

Bachelor’s degree in electrical engineering (preferably power systems) or Mechanical Engineering

Registered, or eligible for registration, as a Professional Engineer with Engineers and Geoscientists BC

Minimum 10+ years of relevant experience, including significant work in testing, commissioning, or diagnostics of

transmission and/or generation equipment with demonstrated field experience supporting or leading the execution of
complex electrical testing activities

Demonstrated specialist-level expertise in commissioning and diagnostics, including interpretation of complex or non-

standard results and application of sound engineering judgment

Strong expertise in partial discharge testing and diagnostics

In-depth knowledge of reactive equipment, including transformers and reactors, with experience in insulation diagnostics

and dielectric testing

Broad knowledge of substation and generation equipment and their operating requirements

Working knowledge of related disciplines, including protection and control, system operations, construction, and project

delivery

Strong ability to analyze and resolve complex engineering problems with limited precedent

Demonstrated ability to provide technical leadership and mentor engineers

Strong communication and technical writing skills

Additional assets

Experience supporting both transmission and generation commissioning

Experience developing engineering standards, testing strategies, or technical guidelines

Familiarity with BC Hydro standards and project delivery practices

Experience with advanced diagnostic and condition monitoring methods
