The Law Enforcement Review Agency (LERA) is an independent agency committed to promoting accountability, transparency, and public confidence in municipal policing throughout Manitoba. We are seeking a skilled investigator with strong analytical, communication, and interpersonal abilities to conduct complex and sensitive investigations involving police conduct and contribute to fair and impartial complaint resolution.

Duties:
The Investigator conducts investigations into public complaints involving alleged police misconduct by gathering and analyzing evidence, interviewing complainants, witnesses, and police officers, and reviewing relevant reports and information. The position prepares clear and comprehensive investigative reports and correspondence, facilitates complaint resolution where appropriate, and identifies systemic or administrative issues that may impact police service delivery. The Investigator works closely with legal, medical, and other professional stakeholders to support fair, impartial, and thorough investigations.
Qualifications:
Essential:
- Experience conducting intelligence collection and investigations, including applying the full intelligence cycle (planning, collection, evaluation, analysis, and dissemination) and using relevant tools and technologies to support analytical work
- Experience handling highly sensitive and confidential information, including third-party information, with demonstrated judgment and discretion, and knowledge of applicable privacy legislation (e.g., FIPPA and PHIA)
- Excellent verbal communication skills
- Strong written communication skills, with the ability to prepare clear, concise, and professional reports for a multi-agency or interdisciplinary audience
- Experience conducting interviews, including knowledge of investigative or forensic interviewing techniques and approaches
- Experience building and maintaining effective working relationships with internal and external stakeholders, including acting in a liaison capacity across teams, departments, and partner organizations
- Strong research and analytical skills, with the ability to gather, interpret, and assess complex information to inform investigations, risk assessments, and decision-making
- Demonstrated ability to work independently, including developing and implementing investigative plans, applying analytical methods, and making decisions within assigned areas of responsibility
- Strong organizational and time management skills, with the ability to manage competing priorities, meet deadlines, and work effectively under pressure
- Knowledge of applicable legislation, policies, and programs related to investigations and intelligence functions
Conditions of Employment:
- Must be legally entitled to work in Canada
- Must provide and maintain a satisfactory Criminal Record Check with Vulnerable Sector Search
- Must provide and maintain a satisfactory Child and Adult Abuse Registry Check
- Must complete and maintain a satisfactory Internal Security Screening Level 4
- Must have a valid Manitoba Class 5F Driver’s Licence or similar from another jurisdiction
- Ability to travel and stay overnight as required
- Ability to work flexible hours
- Ability to work overtime hours as required
