Civil Construction Foreman – Underground & Earthworks
Job Summary
The Civil Construction Foreman – Underground & Earthworks is responsible for supervising field operations related to excavation, grading, trenching, and installation of underground utilities (water, sewer, storm). This role ensures projects are executed safely, efficiently, and in accordance with design specifications and project schedules.

Key Responsibilities

Supervise and coordinate all site activities related to earthworks and underground utility installations

Oversee excavation, trenching, backfilling, compaction, and grading operations

Lead installation of water, sanitary sewer, storm systems, manholes, and drainage structures

Read and interpret civil drawings, grade stakes, and survey layouts

Ensure proper trench safety, shoring, and compliance with safety regulations

Manage crews, subcontractors, and heavy equipment operators

Plan daily work activities and coordinate labor, equipment, and materials

Monitor productivity and ensure work is completed on time and within scope

Conduct site inspections to ensure quality, elevations, and alignments meet specifications

Identify and troubleshoot underground conflicts and field issues

Maintain daily reports, safety documentation, and production tracking

Communicate effectively with project managers, engineers, and inspectors

Enforce company safety policies and conduct toolbox talks
Qualifications
-
5–8+ years of experience in civil construction (earthworks and underground utilities)
-
3+ years in a Foreman or supervisory role
-
Strong understanding of grading, trenching, pipe installation, and compaction standards
-
Proven experience reading civil drawings, profiles, and grade plans
-
Knowledge of local regulations and underground utility standards (e.g., BC standards, if applicable)

Experience working with GPS machine control and survey layouts is an asset

Valid driver’s license

Compensation:
This is a Unionized position with Norland - CSW 1611. This position will earn Union wages and will have access to extended Union healthcare and benefits, a Union-sponsored pension plan, and additional training through the Training Plan. Expected hourly rate: Unionized wage range for this position is $48.95 - $54.27 (based on candidate’s experience), plus 10 % vacation/statutory holiday pay.
