Tri-global Solutions Group Inc. is seeking one (1) Senior Data Architect (JIMS 3.0) to join our Service Delivery team with the Ministry of Justice (Government of Alberta).
WORK MODEL: The successful candidate(s) will be working primarily remotely; however, may be required to attend meetings or work sessions in Edmonton on reasonable notice from the Province. There is a possibility of working from the office one day per month, when there is a scheduled meeting. Offices are located within the Province of Alberta. At the time of providing such notice, the Province will advise of the expected duration of any such meetings or work sessions. Onsite meetings may be approximately 15% of total hours. Work must be done from within Canada, due to network and data security policies. Standard Hours of work are 08:15 – 16:30 Alberta time. Any travel will be at the contractor’s own expense and at no cost to the Province.

PROJECT OVERVIEW
Project Name:
JIMS 3.0 (Justice Information Management System)
Scope:
Justice Information Management System (JIMS) 3.0 is a data integration project aimed to amalgamate, re-design and implement several disjointed reporting data marts containing court data into an Enterprise Data Warehouse (EDW) and a set of dependent data mart and views. This project will replace the existing six stand-alone IBM Cognos BI data marts JIMS, Crown File Ownership (CFO), Court Case Management (CCM), Courtroom Utilization, Courtroom Activity, and Case Adjournment) with a well-integrated data warehouse. The existing data marts extract, process, re-structure and aggregate data required for strategic, operational and ad hoc reporting of court data stored in the Justice Online Information Network (JOIN) database. The goal of the project is to evolve availability, governance and reporting of court data by implementing a more efficient, user-friendly, faster and cost-effective reporting architecture.

This Senior Data Architect role will:
- review existing data marts,
- perform detailed data profiling,
- analyze and create design and mapping specifications,
- identify Dimensions required for Facts,
- complete detailed data profiling of tables included in Facts,
- develop and test Extract Transform Load (ETL) processes,
- develop Power BI reports for testing for several Dimensions,
- testing of Dimensions and Fact for quality assurance
- update JOIN as-is data models for new Fact attributes,
- stage the required data
- address minor fixes in delivered data marts,
- provide feedback and lessons learned at project close out.
DESCRIPTION OF SERVICES
- Facilitate the effective definition and management of the data architecture (e.g. principles, strategies, architectures, methods, design principles, models, standards, guidelines, plans, etc.);
- Encourage data models and practices that reduce data redundancy by promoting reuse/sharing (in keeping with the IMT strategy);
- Identify and document enterprise data requirements;
- Encourage practices that improve data quality;
- Develop and lead the transition plans that will guide current data to its “ideal future state”;
- Lead or assist in communication activities surrounding the Sectors and Government of Alberta Enterprise Architecture (GAEA) data architecture;
- Contribute to the definition and development of the enterprise architecture framework, and associated corporate solution design and delivery methods, thus improving the “proactive alignment” of data architecture;
- Respond to requests for extensions to the scope of the data architecture;
- Provide information, advice, guidance, and consultancy to initiatives/projects that are defining or aligning to the data architecture – thus promoting compliance to the data architecture and IMT strategies;
- Establish and participate in design reviews, regular or ad-hoc architectural reviews – ensuring correct interpretation of the data architecture, and IMT strategies; and
- Provide support to other members of the enterprise architecture team as required
MANDATORY SKILLS
– College or Bachelor degree in Computer Science or a related field of study. (Yes or No)
– Experience designing, planning, implementing and supporting enterprise solution databases in an environment equivalent in size and complexity to the Government of Alberta. (8 years+)
– Experience documenting enterprise solution of legacy databases by recording the “as built” implementations after multiple iterations in an environment equivalent in size and complexity to the Government of Alberta. (8 years+)
– Experience in performing threat and risk assessments and presenting recommendations for risk mitigation to senior management. (3 years+)
– Experience with enterprise architecture principles and associated best practices, methods, standards, tools, policies, and processes. (8 years+)
– Experience working as a Data Architect designing and implementing enterprise database solutions within an organization of equivalent size and complexity to the Government of Alberta. (8 years+)
– Experience providing leadership, planning, estimating, and presentations of ideas and solutions. (Yes or No)
DESIRABLE / NICE TO HAVE SKILLS
– Certification in The Open Group Architecture Framework (TOGAF). (Yes or No)
– Ability to learn quickly, problem solve/troubleshoot, work independently and in a team. (Yes or No)

– Experience designing and implementing enterprise architecture database plans and models that help align an organization’s data, information or technology with its required business capabilities in a large enterprise IT environment equivalent in size and complexity to the Government of Alberta. (5 years+)
– Experience in using a tool for architecture models such as: PowerDesigner, ER Studio, Er-win, BPwin, Rational Rose. (2 years+)
– Experience project managing application development projects using Agile sprint development. (3 years+)
– Experience with cloud computing or big data platforms and infrastructure. (5 years+)
– Experience with enterprise business intelligence and performance management products. Specifically Cognos BI Suite, Microsoft SQL Server Services, MS Power BI (Query, View) or MicroStrategy. (5 years+)
– Experience working as a Data Architect in an enterprise IT environment equivalent in size and complexity to the Government of Alberta. (5 years+)
– Experience working with developing SQL databases. (5 years+)
– Experience working with implementing a SQL data warehouse. (5 years+)
– Experience working with querying data with Transact-SQL. (5 years+)
