About The Role:
We are searching for a Procurement Coordinator to join our Procurement department. This position provides support to procurement and contracting processes through developing and maintaining standardized documents centered on public sector procurement best practice and compliance with trade agreements and corporate policies. The primary responsibility is to support and maintain the e-procurement and other systems as required and to work collaboratively with project and contract managers within the business units to carry out end-to-end procurement process with lower complexity. Salary: $70,462.57 to $85,616.10 per annum
Key Responsibilities:
- Develop procurement plans for assigned routine procurement requests from business units.
- Provide procurement advice to business units including scope of work development, project timelines and other relevant information to support procurement processes.
- Prepare RFx documents including contributing to the development of evaluation methodology and criteria as needed.
- Review scope, pricing, and related documentation provided by business unit and provide comments to ensure clarity and compliance with procurement best practices and applicable standards.
- Responsible for issuing RFx documents for bidding – posting on APC, procurement electronic bidding system, or emailing bidders.
- Accountable for preparing and issuing addenda in conjunction with the project/contract manager to address bidder inquiries.
- Guide the RFx evaluation process including preparation of all forms and ensure evaluations are conducted fairly and transparently and in alignment with the RFx document.
- Review bids and submissions and request clarification from bidders as needed in compliance with the RFx document.
- Prepare final evaluation documentation and contract award recommendations for signing and approval.
- Assist in implementing systems and processing automation.
- Maintain internal procurement SharePoint site and continuously improve information to assist end users including developing FAQs.
- Assist in developing and maintaining training for procurement and contracting processes.
- Manage vendor records in relevant systems.
- Collaboratively develop standardized forms to support procurement and contract activities.
- Maintain RFx and contract templates and advise on use.
Qualifications:
- Completion of or enrollment in a Supply Chain Management diploma or paralegal program with 3 years’ related experience in public procurement and contracts. (Experience equivalencies may be considered)
- Completion or enrolment in a professional designation program (i.e., SCMP, CPPB, CPPO) related to the supply chain is considered an asset.
- Understanding of trade agreements related to public sector procurement.
- A professional, responsive, and positive attitude is essential.
- Sound understanding and maintaining up-to-date knowledge of trade agreements, legal principles and case law related to competitive bidding and contracts.
- Sound understanding of risk management related to procurement.
- Understand and maintain department’s policies and practices related to fairness and transparency in procurement processes.
- Competent numeracy, problem-solving, judgement, decision making, organization, time management and negotiation skills.
- Strong computer skills; including formatting, editing, and proofreading and ability to work with MS Office.
- Experience with Yardi (accounting software), Alberta Purchasing Connection (APC), and bids & tenders system considered an asset.
- General knowledge of technical writing, specification writing practices, and in the use of Microsoft Office, SharePoint, and Adobe Acrobat.
- Understanding and knowledge of insurance and bonding as it applies to design, construction, and facility management.
