Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.
Description
The Senior Business Analyst in this role will drive business analysis across two high-priority strategic initiatives: leading the structured decommissioning of the Canada Emergency Business Account (CEBA) program in alignment with Export Development Canada (EDC) specifications, while simultaneously driving the delivery of the Business Accelerator Loan Program (BALP)—a risk-sharing partnership with the Business Development Bank of Canada (BDC).
In this role, you will lead end-to-end BA activities, collaborating closely with internal Business Analysts, Product, Engineering, Risk, Compliance, and external Crown corporation partners. You will bridge complex technical integrations, regulatory compliance, data archival requirements, and growth-focused commercial workflows to ensure seamless operational execution.
Responsibilities
- 1. CEBA Program Decommissioning

External Spec Integration: Analyze technical specifications, functional requirements, and timing guidelines provided by Export Development Canada (EDC) to map out 's operational execution plan for the terminal program phase.

Requirements & Data Archival: Elicit and document internal business, data retention, and regulatory requirements through workshops, interviews, and multi-stakeholder alignment sessions.

Gap & Process Analysis: Conduct thorough gap analysis between current operational states and the target decommissioned state; identify operational pain points, data archival inefficiencies, and compliance risks.

System Sunsetting: Translate EDC specifications into actionable functional requirements for system sunsetting, secure data migration, and long-term compliance retention.

2. Business Accelerator Loan Program (BALP)

Strategic Partner Integration: Lead business analysis efforts supporting ’s strategic collaboration with BDC, focusing on risk-sharing loan programs tailored for high-potential, asset-light enterprises.

Platform & API Workflows: Map out direct system integration requirements with the SBA Express platform to facilitate guaranteed financing up to $250,000 for underserved entrepreneurs.

Growth & Portfolio Analysis: Document business workflows that optimize loan volume growth and interest income while maintaining ’s prudent risk profile and credit policies.

3. Requirements Management, Governance & QA/UAT Support

Artifact Creation: Author functional and non-functional requirement specifications, user stories, acceptance criteria, process flows, data models, and use cases spanning both growth-oriented financing and program wind-down workflows.

Requirements Traceability: Build and maintain a comprehensive Requirements Traceability Matrix (RTM) to ensure all regulatory, EDC, BDC, and internal governance standards are met throughout the project lifecycle.

Quality Assurance & UAT: Guide and participate in User Acceptance Testing (UAT). Document non-functional requirements (security, privacy, performance, retention) to ensure solutions adhere to internal quality standards and external partner specifications.
Qualifications

7+ years of progressive experience as a Business Analyst within enterprise banking, financial services, or commercial lending environments.

Deep experience in commercial lending, credit policy implementation, risk management, or regulatory compliance projects.

Strong experience working with external government agencies, Crown corporations (e.g., EDC, BDC), or third-party platform providers.

Demonstrated experience with API integrations, technical spec mapping, and data retention/archival methodologies.

Proficiency in Agile and Hybrid delivery methodologies, utilizing tools such as Jira, Confluence, and Lucidchart/Visio.

Core BA Frameworks & Methodology: Mastery of end-to-end business analysis principles, requirements elicitation, business process mapping, and traceability across complex enterprise financial systems.

Adaptability & High Ownership: Strong accountability to balance dual, fast-paced portfolio priorities, adapt quickly as external specs evolve, and independently drive deliverables to completion.

Technical & Data Integration: Proven expertise in documenting complex data flows, system integrations, and APIs (e.g., SBA Express platform integrations), translating Crown corporation and external partner specifications into functional technical requirements.

Education and Certifications

Bachelor’s degree in Business Administration, Computer Science, Information Systems, Finance, or a related discipline (or equivalent practical experience).

Certifications (Highly Preferred):

Certified Business Analysis Professional (CBAP) or PMI Professional in Business Analysis (PMI-PBA).

Agile/Scrum certifications (e.g., PSPO, CSPO, or Agile Analysis Certification - IIBA-AAC) are considered a strong asset.
