The Nunavut Housing Corporation is an agency of the Government of Nunavut that serves the housing needs of one of the fastest-growing and youngest populations in Canada. NHC’s mandate is to create, coordinate, and administer housing programs in order to provide fair access to a range of affordable housing options to families and individuals in Nunavut. NHC has recently launched The Nunavut 3000 Strategy, (www.igluliuqatigiingniq.ca) which is a collaboration between the government and its partners to deliver 3,000 new units across the housing continuum by 2030.
Nunavut Housing Corporation is looking for a full-time Manager, Human Resources and Organizational Development based in Iqaluit, NU.
Reporting to the Director, Human Resources, this role is responsible for providing strategic human resources leadership and organizational development support across the Nunavut Housing Corporation. The Manager plays a key role in strengthening workforce capacity, advancing Inuit employment initiatives, supporting leadership development, and ensuring effective HR practices that contribute to the delivery of housing programs across Nunavut.
More specifically, your responsibilities include but are not limited to:
- Providing strategic HR advice and guidance to senior leadership on staffing, labour relations, workforce planning, and organizational design
- Leading recruitment initiatives and workforce planning activities across NHC and Local Housing Organizations (LHOs)
- Advancing Inuit Employment Plan objectives through targeted talent attraction, development, and retention strategies
- Managing employee and labour relations matters, including performance management, discipline, conflict resolution, and mediation
- Developing and implementing leadership development, training, and organizational capacity-building programs
- Supporting succession planning and employee development initiatives to strengthen organizational capability
- Ensuring compliance with applicable legislation, collective agreements, HR policies, and regulatory requirements
- Conducting HR audits, reporting activities, and workforce analytics to support informed decision-making
- Overseeing organizational development initiatives that promote employee engagement and workplace effectiveness
- Building strong partnerships with internal stakeholders to support strategic and operational HR objectives
- Promoting culturally safe HR practices that align with Inuit societal values and support a representative public service
- Contributing to the development and continuous improvement of HR policies, programs, and procedures
To qualify, you will need a university degree in Human Resources, Business Administration, Organizational Development, or a related field, and a minimum of five (5) years of progressive human resources management experience, including two (2) years of supervisory experience. Equivalent combinations of education and experience may also be considered.
Additionally, the following skills and background will be highly valued:
- Experience working in public sector and unionized environments
- Training or certification in alternate dispute resolution and mediation practices
- Experience with job evaluation methodologies and performance management programs
- Proficiency with HR information systems, including Oracle Fusion Cloud
- CHRP designation or progress toward professional HR certification
- Knowledge of Inuit communities, Inuit Qaujimajatuqangit, Inuktut, and experience working in northern cross-cultural environments
