The Opportunity:
The Manager, Courts Administration is responsible for direction and leadership in operation of the Provincial
Offences Courts, including court administration, court support, prosecution/enforcement administrative
processes, and collections functions. Responsible for fulfillment of Muskoka’s obligations regarding
management and operation of the Ontario Court of Justice under the Memorandum of Understanding (MOU)
with the Ministry of the Attorney General (MAG), including the supervision of administrative and court support
staff.
What you will do:
• Provide leadership and direction in the operation of the Provincial Offences Courts, ensuring appropriate
levels of business support & service to stakeholders in the judicial process.
- Develop program goals and objectives, and policies that are aligned with the overall corporate management
and MAG framework including responses to legislative change that ensure compliance and proper
legislative outcome.
- Direct the public service elements of court administration established by MAG, including receiving court
documents and fine payments, responding to telephone, electronic and in-person enquiries and complaints.
- Direct day-to-day business support functions of the courts, producing and mailing court notices, documents
and correspondence, enforcing the payment of fines, and maintaining the court record.
- Direct the organization of trials and hearings, schedule trials, prepare dockets, conduct trial sessions,
monitor or record trial proceedings, prepare transcripts, handle evidence and update records of the court.
- Identify opportunities for streamlining court processes that support delivery of court services in an efficient
manner and provincial objectives to preserve the independence of the judiciary, maintain public confidence
in the court system, and uphold the principles of fairness and natural justice.
- Act as an agent on behalf of the 6 local area municipalities, meeting the obligations set out in the MOU, the
Local Side Agreement, and the Inter-Municipal Agreement.
- Act as the staff liaison to the Finance and Corporate Services Committee for the Provincial Offences Court
including preparing and presenting reports to committees and Council.
- Establish process for intake court ensuring access to justice for the public, ensure staff have appropriate
training and resources to vet files for the intake court.
- Act as accessibility officer for the court. Receive requests, evaluate, communicate to judicial stakeholders
and implement.
- Performs other related duties as assigned.
What you will need:
• Post-secondary degrees in Public Administration, Business Administration or Law or a combination of
education and experience equivalent.
- Minimum of 5 years progressive management experience within a unionized environment.
- Proven experience in managing or supervising court administration, court-related financial analyses and
processes, fine collections and coordinating in-court support functions.
- Working knowledge of the Provincial Offences Act, the Courts of Justice Act, the Employment Standards
Act, and the Ontario Labour Relations Act.
- Certification under the Ontario Municipal Management Institute as a Court Professional or Court Executive
is considered an asset.
- Proven ability to deal effectively with judiciary/ legal profession, enforcement agencies and general public.
- Demonstrated technological proficiency and highly developed written / oral communication skills.
