The United Counties of Leeds and Grenville is seeking a Director, Corporate Services/Treasurer to guide and inspire a dedicated corporate services team that will provide leadership to a broad range of departments. While your accountability is broad, we are looking for a strategic leader with exceptional financial acumen who can provide collaborative leadership and mentorship to the Finance department as well as Human Resources, Information Technology and Facilities.
As a result of impending retirements occurring in the Fall 2026 and expected realignments of priorities to deliver on the current and future years' Councils priorities, this role provides a unique opening for the successful candidate to be part of as well as influence change. The position is further seen as an instrumental resource to the CAO and Council while also proving a dynamic champion for staff. The Counties is at the apex of a major shift in growth and development within its region that will offer exciting opportunities for administration, Council and the community to participate in.
Reporting directly to the Chief Administrative Officer, the Director, Corporate Services/Treasurer will be a key member of the Senior Leadership Team and provide inspired and collaborative leadership, vision, influence, direction, as well as specialized advice, consultation to the CAO, Council and staff across the organization while ensuring the organizations financial and corporate services resources are optimally utilized in achieving the strategic and operational goals and objectives of the County.
In summary you will be both a catalyst and leader in the areas of financial planning, corporate services, risk management, and organizational effectiveness, while ensuring legislative compliance, sound financial stewardship, and effective internal service delivery across the organization.
Your passion for teamwork, quality and enhancing service delivery to our member municipalities, business community and residents within the County is essential to this role.
Ideal Qualifications:
- Education and Designations: Master’s degree in finance, business, public administration, or in a directly applicable discipline or equivalent combination of graduate education. A CPA or equivalent certified designation with a professional code of conduct considered asset.
- Municipal Management experience: Ten (10) or more years of senior management experience, preferably in a municipal or broader public sector environment. Experience writing committee and Council reports, letters, memos considered an asset.
- Finance Experience: Extensive knowledge of municipal finance, budgeting, taxation, investments, debt management, procurement, financial reporting, and internal controls.
- Corporate Services Experience: Strong knowledge of corporate services functions, including human resources, payroll, health and safety, information technology, insurance, risk management, and administrative operations.
- Strategic and Operational Acumen: Executive-level leadership, strategic planning, and change management skills, with the ability to lead a complex service portfolio.
- Critical Thinking: Excellent analytical, research, problem-solving, and decision-making skills, with the ability to interpret legislation and develop practical solutions.
- People Leadership: Demonstrated leadership ability in staff supervision, team development, conflict resolution, negotiation, and cross-functional collaboration.
- Technical Acumen: Strong proficiency in financial information systems, reporting tools, enterprise applications, and standard office software.
- Communication: Excellent interpersonal and communication skills, with the ability to establish and maintain effective working relationships with Council, senior management, staff, and external stakeholders.
