Salary: $90,000 - $110,000 annually

POSITION SUMMARY
Homalco First Nation is seeking a highly motivated and experienced Director of Infrastructure & Asset Management to support the Nation’s growing operational, infrastructure, housing, and asset management needs. Reporting directly to the Chief Administrative Officer (CAO), the Director will provide leadership and oversight for public works, infrastructure planning, housing operations, asset management, capital projects, contractor coordination, and related reporting requirements.
This position is being established as part of Homalco Nation’s ongoing commitment to strengthening internal capacity, improving operational efficiencies, ensuring compliance with funding requirements, and supporting long-term community growth and sustainability.
The Director of Infrastructure & Asset Management will play a key leadership role in coordinating infrastructure and housing priorities, supporting strategic planning, overseeing operational staff and contractors, and ensuring projects are delivered effectively and responsibly.
KEY RESPONSIBILITIES
Infrastructure & Operations Management
- Oversee day-to-day operations related to public works, infrastructure, housing maintenance, and community facilities.
- Supervise operational staff, housing staff, contractors, and consultants engaged in infrastructure and maintenance activities.
- Coordinate preventative maintenance schedules and operational planning for community assets, housing inventory, and infrastructure.
- Ensure operational activities are carried out safely, efficiently, and in compliance with applicable regulations and funding requirements.
- Assist in developing and implementing operational policies, procedures, and service standards.
Asset Management
- Lead the development and ongoing implementation of Homalco Nation’s Asset Management Plan.
- Maintain accurate infrastructure and housing inventories, condition assessments, and lifecycle planning documentation.
- Develop long-term capital planning strategies for infrastructure replacement, maintenance, and growth.
- Monitor and track Nation-owned assets, infrastructure performance, and maintenance requirements.
- Support strategic planning initiatives related to infrastructure sustainability and community growth.
Housing Oversight
- Provide oversight and support to housing operations and housing-related infrastructure projects.
- Support housing maintenance planning, capital upgrades, and new housing development initiatives.
- Assist with housing policies, operational planning, and coordination of housing-related contractors and consultants.
- Work collaboratively with funding agencies and consultants on housing-related projects and reporting.
Capital Projects & Public Works
- Coordinate infrastructure, housing, and capital projects from planning through implementation.
- Assist with project budgeting, procurement, contractor management, and project reporting.
- Support major projects such as subdivision development, transportation access initiatives, housing developments, public works upgrades, and community infrastructure improvements.
- Work collaboratively with consultants, engineers, government agencies, and utility providers.
Reporting & Funding Compliance
- Coordinate and oversee reporting requirements for Indigenous Services Canada (ISC), BC Housing, BC Hydro, CMHC, and other funding agencies.
- Ensure reporting deadlines are met and documentation is accurate and organized.
- Assist with grant applications, funding proposals, and infrastructure and housing-related submissions.
- Help ensure the Nation remains in good standing for future funding opportunities.
Leadership & Collaboration
- Provide recommendations and operational updates to the CAO and Chief & Council as required.
- Work collaboratively with the Finance Department, Lands Department, Housing Department, and other Nation staff.
- Help strengthen communication and coordination between departments and external partners.
- Support organizational capacity building and continuous operational improvement.
KNOWLEDGE, SKILLS, & ABILITIES
- Knowledge of infrastructure funding programs, ISC reporting requirements, housing programs, and asset management principles.
- Strong leadership, organizational, and project coordination skills.
- Strong written and verbal communication skills.
- Ability to manage multiple priorities in a fast-paced environment.
- Proficiency with Microsoft Office and project management/reporting tools.
EDUCATION & EXPERIENCE
- Diploma or degree in Public Administration, Engineering, Project Management, Construction Management, Infrastructure Management, Asset Management, Housing Management, or a related field.
- Minimum 5 years of progressive experience in infrastructure, operations, housing, public works, project management, or asset management.
- Experience working with Indigenous communities or organizations is considered a strong asset.
- Experience managing contractors, consultants, housing operations, and operational staff.
PREFERRED ASSETS
- Engineering or technical infrastructure experience.
- Knowledge of local government or First Nation operational structures.
- Experience with housing development, capital planning, and infrastructure grant funding.
LICENSES & CERTIFICATIONS
Valid BC Driver’s License
