BC Pavilion Corporation (PavCo), owner and operator of BC Place Stadium and the Vancouver Convention Centre, is seeking an experienced and strategic Procurement Manager to lead operational procurement services and guide a small, high-performing team. This role plays a critical part in delivering complex construction and operational procurements in alignment with corporate policy and the Province of British Columbia’s procurement standards.
You will remain hands-on in higher-risk and high-value sourcing initiatives while providing leadership, oversight, and advisory support to internal stakeholders. WHAT YOU WILL DO:
- Lead complex and high-risk construction and operational procurements from planning through award.
- Oversee end-to-end competitive bid processes (RFx strategy, evaluation governance, negotiations, and award recommendations).
- Provide expert guidance on procurement strategy, contracting approaches, and policy interpretation.
- Partner with business units on scope development, evaluation outcomes, and contract approvals.
- Negotiate with suppliers to secure best value while managing risk and ensuring compliance.
- Provide day-to-day leadership, workload management, and direction to procurement staff.
- Coach and mentor team members on public-sector procurement practices and professional growth.
- Review procurement documentation and recommendations to ensure quality and compliance.
- Support onboarding and promote consistent procurement standards across the team.
- Work cross-functionally with IT, Legal, Facilities, Finance, and other departments on complex sourcing initiatives.
- Serve as a key point of contact for procurement-related matters and issue escalation.
- Maintain strong supplier relationships and awareness of market conditions.
- Ensure full compliance with corporate policy, public-sector legislation, and ethical standards.
- Maintain procurement documentation, audit readiness, and risk oversight.
- Identify opportunities to improve processes, templates, and service delivery.
- Support social procurement initiatives and sustainable sourcing strategies.
WHAT YOU WILL BRING:
- University degree in Business Administration or a related field.
- Supply Chain Management Professional (SCMP) designation preferred, or an equivalent combination of education and experience.
- 5–7 years of progressive procurement experience.
- Experience leading or supervising a small procurement team.
- Demonstrated success managing complex competitive bids across goods, construction, and services.
- Advanced knowledge of public-sector procurement frameworks and RFx methodologies.
- Strong understanding of contracting strategies, governance, and risk management in regulated environments.
- Proven ability to oversee multiple procurement initiatives with accuracy, consistency, and professionalism.
- Confident communicator with strong negotiation and stakeholder management skills.
The salary range for this position is $85,000 – $95,000
- Offers will be in line with PavCo’s internal pay equity and qualified candidate’s experience and education.
