II/Elle met en place une gouvernance HSE efficace, supervise les initiatives de prévention et d'amélioration continue, et coordonne les actions entre la direction, les équipes opérationnelles et les autorités externes. Il/Elle contribue à l'intégration des exigences HSE dans le système qualité global (AAR M-1003, ISO) afin d'assurer cohérence et conformité, Ce rôle inclut la supervision du Préventionniste SST, la gestion des audits et des plans d'action, ainsi que le suivi des indicateurs clés pour atteindre les objectifs stratégiques HSE

Job Summary
In collaboration with the QHSE Director, the HSE Manager defines and drives the Health, Safety, and Environment (HSE) strategy to ensure regulatory compliance, reduce risks, and strengthen the safety culture. He/She implements effective HSE governance, oversees prevention and continuous improvement initiatives, and coordinates actions between management, operational teams, and external authorities. He/She contributes to integrating HSE requirements into the global quality system (AAR M-1003, ISO) to ensure consistency and compliance. This role includes supervising the OHS Prevention Officer, managing audits and action plans, as well as tracking key indicators to achieve strategic HSE objectives.
Key Responsibilities
- Define and update the HSE manual and HSE procedures.

Implement a structured HSE governance with OHS members, including the coordination of priority risk assessments across both buildings and the progressive accountability of teams in handling non-conformities.

Develop, along with the teams, a progressive HSE action plan, prioritizing critical risks and ensuring the update of essential prevention programs (WHMIS, lockout/tagout, PPE, etc.).

Lead risk assessments and prevention plans.

Ensure compliance with CNESST, ISO 45001, and environmental standards, and act as the primary liaison during inspections.

Manage internal and external HSE audits as well as action plans.

Lead environmental initiatives (waste, hazardous products, VOCs). Deploy OHS training programs and safety culture.

Coordinate and lead the health and safety committee, with a pragmatic follow-up on corrective actions.

Participate in incident investigations and support teams in documenting and prioritizing high-impact recommendations.

Collaborate with HR to produce HSE statistical reports and trend analyses.

Supervise the OHS Prevention Officer and coordinate field actions.

Define, track, and analyze HSE KPIs (TRIR, accident rates, incidents, compliance) to guide strategic decisions.

Collaborate closely with the QHSE Director on critical issues and strategic decisions.
Skills and Qualifications / Education
- Bachelor’s degree (BAC) in Health, Safety, and Environment (HSE), industrial hygiene, industrial engineering, or a related field.

7 to 10 years of experience in HSE management within a heavy industrial environment (railway, manufacturing, petrochemical).

Proven experience in leading HSE projects, regulatory audits, and facilitating safety meetings/committees.
