Provides senior leadership for all aspects of public Long-Term Care (LTC) operations, including resident care, regulatory compliance, financial management, human resources, quality improvement, risk management, and strategic planning. Ensures the delivery of safe, high-quality resident-centered care while maintaining operational excellence and compliance with applicable legislation, accreditation standards, and organizational objectives.
The Provincial Director is also responsible for overseeing the operation of the LTC Subsidy Program office including administering contractual payments to private LTC homes.

Duties will include:
· Provide overall leadership, governance, and strategic direction for:
o nine public long-term care homes consisting of ~1300 staff (including 5 Nurse Practitioners direct reports) and over 600 beds
o the LTC Subsidy Program (one Manager and three Financial Assessment Workers)
· Establish and communicate a clear vision, priorities, and performance expectations
· Lead long-term planning and service development initiatives
· Responsible and accountable for the following budget domains with a combined budget responsibility of approximately $182 million amongst two key cost centres:
o Provincial LTC divisional staff and program delivery with a budget of over $114 million
o Grants to private nursing homes with a budget of over $68 million
· Prepare an annual budget, estimates, forecasts and associated reports, briefing notes (etc), as well as implement budget management strategies.
· Ensure accurate clinical documentation, regulatory compliance, staff competency, data integrity, and effective use of health information technology to support resident care, quality improvement, and organizational performance
· Workforce Planning and Staffing Strategy
o Develop and oversee workforce plans to ensure appropriate staffing levels and skill mix across all homes.
o Anticipate future workforce needs and address recruitment, retention, and succession challenges.
o Monitor staffing vacancies, overtime, agency utilization, and workforce trends.
· Align long term care operations to the organization's vision, strategic priorities, policies
· Establish performance expectations for long term care leaders and staff.
· Ensure consistent messaging and alignment across all long-term care homes.
· Establish and monitor key performance indicators, quality benchmarks, and outcome measures; analyzes trends and results; and directs improvement initiatives to achieve organizational, regulatory, and provincial performance targets.
· Oversee system-wide resident safety, risk management, and incident review processes, ensuring timely identification of risks and implementation of corrective actions to improve care quality and reduce adverse events.
Minimum Qualifications:
· Bachelor's degree in one of the following:
o Health Administration
o Nursing
o Healthcare Management
o Business Administration
o Public Administration
o Gerontology
o Social Work or a related field
· Master's degree and/or PhD in a related field such as: Master of Health Administration (MHA); Master of Business Administration (MBA); Master of Public Administration (MPA); Master of Nursing (MN) or related healthcare graduate degree is an asset.
· 5–10+ years of recent progressive leadership experience in:
o Long-term care
o Seniors' care
o Healthcare administration
o Continuing and/or residential care
· 2 -5+ years in recent senior management roles, such as:
o Director of Care
o Administrator
o Clinical Manager
o Operations Director
o Executive Director
· Commitment to continuous professional growth and leadership excellence, demonstrated through attainment of a recognized Canadian health professional designation or willingness to pursue the Canadian College of Health Leaders (CCHL) Certified Health Executive (CHE) designation or equivalent leadership certification.
· Demonstrated proficiency in applying the LEADS in a Caring Environment leadership framework and its capabilities to advance organizational performance, workforce engagement, and resident-centred care.
· Proven ability to build, strengthen, and sustain collaborative partnerships with healthcare providers, government departments, agencies, community organizations, academic institutions, and non-governmental organizations.
· Strong strategic planning, policy development, and change management skills, with experience influencing initiatives and priorities at an organizational or system level.
· Experience working effectively within complex healthcare environments, balancing operational priorities with long-term strategic objectives.
· Comprehensive knowledge of applicable legislation, regulations, accreditation standards, and best practices relevant to long-term care and the broader healthcare sector.
· Demonstrated ability to develop briefing materials, executive reports, decision-support documents, and correspondence for senior leadership, boards, and government stakeholders; experience preparing SBARs and Treasury Board submissions/memoranda is considered an asset.
· Knowledge of public affairs, stakeholder engagement, media relations, and social media strategies to support organizational reputation and communications objectives.
· Exceptional communication, interpersonal, facilitation, and stakeholder engagement skills, with the ability to foster trust and credibility across diverse audiences.
· Skilled in building consensus, resolving complex issues, and leading collaborative discussions with internal and external stakeholders.
· Highly developed organizational, analytical, and problem-solving abilities, with demonstrated capacity to manage multiple priorities in a dynamic and evolving environment.
· Proven ability to lead initiatives that support quality improvement, innovation, and operational excellence.
· Possession of a valid driver's licence and access to a reliable vehicle.
· Must possess significant/extensive recent experience conducting the following practices:
o Budgets and financial management
o Human resources and labour relations
o Quality improvement
o Regulatory compliance

· Must demonstrate knowledge in the following areas:
