POSITION SUMMARY:
Reporting to the Director, Corporate Services, the Controller will play a critical role in the organization's financial processes, by supervising and leading the finance team to perform financial tasks, including budgeting, forecasting, analysis, and cost reporting. Ensure adherence to Public Sector Accounting Board (PSAB) accounting principles and organizational policies. The Controller will be responsible for the monthly bank reconciliation and management of the County’s cash flow to ensure sufficient funds are available for daily operations and future investments. This role will act as the financial lead for Asset Management and will assist the Director, Corporate Services with annual budget and year-end preparations while also continuously evaluating and improving financial systems, processes, and procedures to streamline operations.
Additionally, this position will play a pivotal role in the organization's financial analysis and will lead various special projects across different business areas. The incumbent will serve as a key resource for our leadership team, leveraging data-driven insights to support informed decision-making and drive our business forward.
DUTIES AND RESPONSIBILITIES:
- Responsible for managing, evaluating, and providing guidance to direct reports.
- Facilitate monthly bank reconciliation process and GST remittances.
- Oversee and prepare year-end financials for Lethbridge Regional Waste and Water Commissions.
- Assist the Director, Corporate Services with year-end financials for Lethbridge County.
- Review Accounts Payable batches for accuracy and issue approval for payment.
- Review monthly Utility batches for accuracy and issue approval.
- Review project costing reports and prepare related budget projections.
- Review and approve operational inventory entries.
- Review, update, and prepare financial policies and procedures as required.
- Prepares/reviews and approves accounting journal entries.
- Work with the Director, Corporate Services on providing insights and recommendations that will enhance operational models, optimize processes, and contribute to the development of key performance indicators (KPIs).
- Collaborate with the Asset Management Team to perform tasks such as asset balancing, additions, and disposals.
- Assist the Director, Corporate Services with annual budget preparation.
- Responsible for leveraging the team to provide professional, quality customer service through effective use of organizational and managerial skills.
- Model and champion customer service behaviours and best practices.
- Research, recommend and implement continuous improvements to systems, procedures, and reporting as required.
- Present and report to Council as required.
- Actively participate in the County’s health and safety program.
- Act in any role that may be assigned by the County’s Emergency Management Team (EMT) which includes participating in appropriate training and working in the Emergency Coordination Centre as required.
- Support the Director, Corporate Services with various other financial tasks and assignments as assigned.
- Provide coverage in the Director, Corporate Service’s absence as assigned.
POSITION QUALIFICATIONS:
- Post-secondary degree in Accounting or Business Administration/Management or a related field is required.
- A CPA designation is preferred.
- A minimum of 5 years of relevant experience with at least 3 years in a supervisory role is required.
- Ability to take initiative, be self-motivated, and work with minimal or no supervision.
- High-level of personal integrity and strong adherence to code of ethics.
- Ability to make sound decisions and evidence-based recommendations to senior leadership.
- Ability to develop and maintain effective, functional relationships.
- Effective written and verbal communication skills as well as presentation skills.
- Must be well-organized with and have a high-level of attention to detail.
- Ability to interpret, implement, and adhere to organizational policies and procedures.
- Willingness to attend training as requested to grow and develop skills.
- Strong computer skills and experience with Microsoft Office Suite, specifically Excel and Microsoft Dynamics Great Plains (Diamond Municipal Software).
- Ability to learn and adapt to changing work conditions within a deadline-oriented environment.
- Valid Class 5 driver’s license in good standing and satisfactory 5 Year Driver's Abstract.
- Satisfactory Police Information Check (will only be required by the successful candidate as a condition of the offer of employment).
WORKING CONDITIONS:
- Office environment, Lethbridge Administration building.
- Must be available for core business hours, Monday – Friday from 8:30 am to 4:30 pm
- This position is privy to highly confidential and sensitive information.
SALARY RANGE:
The hiring range for this position is $110,000-$150,000 and will be based on level of experience and education. Less experienced Controllers will start at the lower range, while more experienced and educated Controllers can expect to be closer to the higher end of the range.
