ABOUT THE ROLE

Reporting to the Manager, Fleet Services is responsible for leading, developing, and implementing corporate fleet training programs relevant to vehicle and equipment operators training, safety compliance and incident/accident investigations for corporate fleet and acting as a liaison with other departments across the Region; responsible for conducting and evaluating the driver training for all Region drivers (except Paramedics); also responsible for updating safety/training policies and procedures for the specialized fleet of light, medium and heavy duty vehicles and off-the-road equipment ensuring legislation, quality standards and compliance are met; administrating the Commercial Vehicle Operators Registration (CVOR) as legislated; maintaining and monitoring a secured driver record file and database for driver abstract reports and driver license renewal dates; responsible for overseeing fleet management documentation and reporting and also responsible for providing guidance and reviewing work of assigned staff.

WHAT YOU'LL BE DOING

Identifies staff required to attend training in consultation with other management; ensures operators are trained on vehicles and equipment for their assigned duties ensuring compliance with legislative requirements.
Develops training policies and procedures and recommends changes to ensure alignment of fleet training policies, processes, and programs with operational readiness.
Obtains signing authority under the MTO Driver Certification Program for license upgrades and renewals including working in conjunction with the Registered Authority Official for the Region as recognized by the MTO; acts as designated signing authority under the MTO Driver Certification Program for license upgrades and renewals.
Provides training and testing for vehicle licensing in accordance with MTO standards including administration of testing and vision tests.
Responds to incident/accident investigations as it pertains to driver/vehicle and equipment units; completes forms, photographs, records, and reports, as required; completes post-incident investigations, informs branch management of actions taken or recommendations for follow-up.
Research best practices to support the development and evaluation of Fleet training program and policy requirements; provides recommendations, or revises policies and procedures as directed.
Assists the Manager in developing annual business/work plans and in developing service plans and staffing proposals.
Supervises staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
Performs operator spot checks, addresses compliance issues; coordinates recurrence training and evaluation as required or forwards data for further action.
Responds to and resolves staff concerns related to vehicle and equipment operation and operator safety.

WHAT WE'RE LOOKING FOR

Successful completion of a College diploma in Adult Education, Health and Safety or related field or approved combination of education and experience
Must possess Driver Trainer and Air Brake instructors’ certification through the Ontario Safety League or approved equivalent; Book 7 Training Certification, Transportation of Dangerous Goods certification, Workplace Health and Safety Certification, Smart Driver and Collision Investigation certification.
Minimum of five (5) years’ experience as a Driver Trainer preferably in a municipal environment and two (2) years of direct supervisory experience.
Satisfactory Police Criminal Background Check.
Ability to develop Training Need Assessment plans and understanding of adult education principles.
Valid Ontario Class “A” driver’s licence with “Z” endorsement, free of any demerit points and major offences under the Highway Traffic Act.
Knowledge of relevant legislation and standards including Occupational Health and Safety Act, Employment Standards Act, Highway Traffic Act (HTA) National Safety Code, commercial vehicle operator registration system (CVOR), appropriate equipment maintenance procedures and legislated certifications.
Demonstrated ability in the Region's leadership and core competencies.
Strong leadership to proactively engage in accessibility, diversity, equity and inclusion initiatives, committing to and taking action to contribute to a more accessible, diverse, equitable and inclusive workplace.
Demonstrated presentation skills and the ability to create effective/informative presentations.
Computer skills in Microsoft Office, Outlook, Word, Excel, Power Point, Access, MTO ARIS System, Fleet Focus M5.
Ability to operate light and heavy-duty trucks and equipment for delivery/pickup from locations and establishments; ability to work outside regular business hours as required.
