Reporting to the Manager Divisional Operational Services and Senior Engineer, the Engineering Technologist Technician 1 will be a member of the team responsible for operations and maintenance, rehabilitation, construction, asset management and infrastructure planning related to the Toronto Water trunk sewer system, municipal construction, and infrastructure in the stream valley erosion control program. The incumbent will provide mechanical/electrical technical support to the team, and will interact with other sections of Toronto Water, other City divisions, external agencies, developers, consultants, contractors, vendors, and suppliers.
- Administers, prepares and co-ordinates requirements and reviews designs, reports, specifications, permits, as well as any documentation related to Toronto Water projects, operations and maintenance activities and Divisional Operations Services unit work, using various software applications.
- Prepares tenders and administers contracts for the installation, construction, repair, and rehabilitation of municipal infrastructure with emphasis on mechanical and electrical infrastructure to ensure contracts are conducted in accordance with City standards, specifications, and procedures.
- Conducts investigations, and studies for a variety of proposals, programs, applications, and projects pertaining to the Divisional Operations Services with emphasis on mechanical and electrical work
- Conducts field inspections, assessments and evaluates the condition of facilities and assets including root cause analysis, and automation process control. This includes underground infrastructure, confined space entry procedures and varying field access conditions (i.e., confined, underground, at depth/height, atmospheric conditions, noisy, poor visibility, uneven terrain, flood plains, parklands, roadway traffic zones, utility congestion). Travels to off-site locations.
- Assists Engineers, Electrical Instrumentation Control Specialists and Technicians, Millwrights and Area Supervisors with technical and project work, operations and maintenance (preventive, predictive and corrective work), and job site problems related to Divisional Operations Services work with emphasis on mechanical engineering, electrical engineering, process control systems, and instrumentation systems for municipal infrastructure.
- Provides support to Engineers, Electrical Instrumentation Control Specialists and Technicians, Millwrights and Area Supervisors by conducting technical work for the planning (i.e. designing, modifying, tendering, evaluation, assembly, integration, construction, and inspection of municipal infrastructure with emphasis on mechanical and electrical components)
- Assists with the preparation of budgets and the tracking of project expenditures.
- Leads projects and provides work direction to staff on projects.
- Prepares drafts of documents, contracts, specifications and agreements for the Engineers, Electrical Instrumentation Control Specialists or Area Supervisors.
- Conducts research and reports on new technical developments and practices in the mechanical, electrical or process control systems fields.
- Programs, operates, and maintains a variety of mechanical, digital, analogue, wireless, computerized, and other equipment, and systems in performing calculations, diagnostics, repairs, studies, etc.
- Develops, maintains, and monitors programs and systems.
- Performs design work and prepares and checks data and products using Computer Assistant Design and Drawing (CADD) input information.
- Checks consultant/contractor/internal staff work (e.g., designs, shop drawings, electrical and control diagrams, mock-ups, field installations) for completeness, accuracy and adherence to City standards, regulations, statutes, specifications etc.
- Performs and/or monitors tests and submits results for analysis.
- Liaises with internal and external stakeholders, i.e., Toronto Water staff, other Divisions, utility companies, regulating authorities, developers, public, contractors, consultants, etc. pertaining to Divisional Operations Services work.
- Represents the City at meetings with internal stakeholders, external agencies, public meetings, and discussion groups as required or directed.
- Prepares and updates instructions, procedures, templates, Standard Operating Procedures (SOPs) and training course materials and conducts demonstrations.
- Performs condition assessments of Divisional Operation Services infrastructure as required
- Uses the City’s work management and asset management systems.
- Performs and/or reviews research, conducts studies and/or calculations and analyzes technical data.
- Prepares and responds to inquiries from the public, consultants, contractors, and staff from other units/sections/divisions. Acts as a project representative to collect information and provide guidance.
- Prepares, reads, and interprets technical drawings (i.e. Engineer drawings, plan and profile, details, sections, mechanical details, electrical and control diagrams), field measurement data and notes.
- Searches, evaluates, and analyzes existing records, notes, and plans.
- Procures goods and/or services as required.
- Performs general Engineering work as assigned.
- Graduate in an Engineering Technologist Program in Mechanical, Electrical, Mechatronics or Industrial Engineering from a recognized College or the approved equivalent combination education and experience.
- Experience in writing, reviewing, and interpreting technical reports, drawings, and plans, performing calculations, and making recommendations.
- Experience utilizing a variety of computer software programs such as CADD (AutoCAD, Microstation), MS Word, Excel, Powerpoint, etc.
- Considerable experience in the application of the principles and practices of Mechanical, Electrical, Mechatronics or Industrial Engineering to municipal water and wastewater infrastructure.
- Must possess and be able to maintain, a valid Province of Ontario “G” Driver’s License, be able to obtain a City Driver’s permit.
- Excellent verbal and written communication skills are essential to this position.
- A strong ability to work as a member of a team and independently on assigned tasks is required.
- Knowledge of the processes, procedures and equipment used in a large wastewater collection system, and operations and maintenance.
- Knowledge of mechanical equipment such as pumps, valves, actuators, gates, stop logs, motors, and related equipment.
- Knowledge of instrumentation equipment common to wastewater collection such as flow meters, gas detectors, sensors, etc.
- Knowledge of electrical equipment such as breakers, switchgears, transfer switch, transformers, generators, and related equipment.
- The ability to work in confined spaces, underground, at depth/height, with atmospheric conditions, noise, poor visibility, on uneven terrain as well as in flood plains, parklands, roadway traffic zones, and utility congestion.
- Ability to assist with FAT (Factory Acceptance Test), SAT (Site Acceptance Test) tests, prepare written reports and deliver results in a clear manner to technical or nontechnical staff.
- Understanding in the principles and application of Civil Engineering theories, methods, principles, practices, and construction methods with emphasis on hydraulics, structural, and infrastructure condition assessments (CCTV, flow monitoring, pump testing, core samples).
- Knowledge and understanding of related electrical codes and standards, Technical Standards and Safety Authority (TSSA), Electrical Safety Authority (ESA), NFPA (National Fire Protection Association), etc.
- Knowledge of the Occupational Health and Safety Act, Construction Act, Ontario Water Resources Act, Environmental Assessment Act, Environmental Protection Act, Conservation Authority Act, Federal Fisheries Act, Source Water Protection Act, Clean Water Act, and Safe Drinking Water Act, and regulations that apply to the work.
- Knowledge of City of Toronto Technical Standards, and Ontario Provincial Standards.
- Extensive working experience with computer application software such as Microsoft Office Suite (Word, Excel, Access, PowerPoint etc.) or equivalent, CADD (e.g., AutoCAD & MicroStation), Geographic Information Systems (GIS, e.g., ArcMap), work order systems (Avantis, Hansen, Trimble, etc.) and modelling.
- Knowledge and experience of procurement and other purchasing procedures, such as, project management of construction contracts, request for proposals etc.
- Ability to conduct pilot projects, investigate new technologies and implement new initiatives.
- Demonstrated ability to manage multiple assignments and conflicting priorities.
- Ability to provide work coordination to other staff.
- Ability to plan, prioritize, organize, and conduct work with minimal supervision.
- Knowledge of other related disciplines of engineering would be an asset.
- Experience and knowledge of condition assessment and root cause analysis for mechanical and electrical infrastructure, automation process control.
- Experience in providing customer service to a broad range of stakeholders.
- Membership or eligibility for membership in the Ontario Association of Engineering Technicians and Technologists would be an asset.
