Pay Grade

The salary for this position is based on administrative pay grade 14 (Minimum $108,968 Control Point $145,291) plus benefits package. Salary will be determined commensurate with experience.

Position Summary

Reporting to the Vice President, Academic, the Executive Director of Indigenous Education is responsible and accountable for providing college-wide leadership and setting the strategic direction of Indigenous Education at the College.

Within the context of the College Strategic Plan and with guidance of the Indigenous Education Council (IEC), the Executive Director is responsible for the development and preservation of strategic educational planning relationships with the First Nations, Metis communities, and Indigenous organizations throughout the College region. The Executive Director will implement a robust process of continuous assessment in program demand in the pursuit of mutually beneficial opportunities to increase education accessibility and student enrollment throughout NIC Region. The Executive Director shall collaborate with Deans, Department Chairs, and the Registrar and actively participate in the planning of programs, services, policies, and procedures that facilitate access, retention, and student success within the College community.

The Executive Director is the first point of contact for the Ministry of Post-Secondary Education and Future Skills, First Nation partners, and School Districts within the College region on all matters related to Indigenous Education. The Executive Director is accountable for ensuring the collation of accurate information regarding the educational needs of the Indigenous population, sources of funding available to assist the College in meeting those needs and collaborating with ET and those responsible for Indigenous Education in the development of funding proposals specifically designed to meet those needs.

A primary purpose of the position is to build institutional capacity within North Island College by advancing a comprehensive, integrated approach to Indigenous Education. The Executive Director provides strategic and operational leadership for all Indigenous Education programming, including oversight of curriculum development, program delivery, and evaluation to ensure offerings are culturally relevant, community-informed, and responsive to the evolving needs of Indigenous learners. The role is accountable for Indigenous student support services across the College, ensuring holistic, culturally grounded supports that foster access, retention, wellness, and academic success.

The Executive Director works collaboratively with Indigenous students, faculty, Elders, Knowledge Keepers, and community partners across the region to support the meaningful indigenization of curriculum and teaching practices. This includes promoting Indigenous ways of knowing and learning, supporting faculty development, and embedding Indigenous perspectives throughout academic and student services.

In addition, the Executive Director provides leadership in the development and delivery of Indigenous-led and in-community programming, strengthening relationships with First Nations, Métis, and Indigenous organizations to expand accessible, place-based education opportunities throughout the NIC region. Through these efforts, the Executive Director ensures programming is delivered in ways that respect community priorities, support learner success within their home communities, and contribute to reconciliation and long-term educational partnerships.

Duties & Responsibilities

1.0 Educational Leadership

1.1 The Executive Director provides educational and administrative leadership to implement the overall mission, vision, and values of the College through a proactive, consultative, and collaborative process with the faculty, staff, and other administrators.

1.2 Provides leadership in the direction, growth, and development of Indigenous Education programs and services and supports College-wide program development.
1.3 Plans, directs, and coordinates the delivery of the educational programs assigned to the portfolio including: identifying needs for new programs; assessing the feasibility of new initiatives; evaluating and modifying existing educational programs and services; undertaking regular reviews of educational programs and implementing required actions; participating in the development of educational policy; and, supporting and authorizing the submission of new and existing curriculum through Education Council process.

1.4 The Executive Director is a key member of the Educational Team (ET).

1.5 The Executive Director manages and coordinates communications from ET to the Registrar, Assistant Registrars, and First Nations/Indigenous Organizational Administrators.

1.6 In collaboration with ET, the Executive Director provides strategic direction for existing and future programs that will address the educational needs of Indigenous learners.

1.7 The Executive Director is responsible for the recruitment, orientation, and ongoing management of human resources within Indigenous Education, ensuring the proficiency and professionalism of departmental staff.

1.8 The Executive Director ensures completion of all faculty and staff evaluations for temporary, sessional, and probationary appointments prior to appointment to a regular position, in accordance with the agreed evaluation processes.

1.9 The Executive Director creates a respectful workplace environment that supports and encourages employees in the development of a collaborative and collegial approach at work.

1.10 The Executive Director prepares and supports funding proposals for new programs; designs or oversees design of curriculum including consultation with relevant instructors, Department Chairs, ET, as well as First Nation communities and the Indigenous Education Council (IEC) as required.

1.11 The Executive Director encourages and supports the professional development of faculty to assist in understanding and engaging in broad elements of Indigenous education.

1.12 The Executive Director collaborates with staff, faculty, and administrators in the development and advancement of Indigenous education experiences that will appropriately meet the needs of learners, and the various agencies or institutions with which the College liaises. This may include advising/providing support and mentoring in the development of course outlines, and selection of modes of instruction, texts, and other instructional aids and materials.

1.13 The Director provides supervision and guidance for Indigenous Education exempt members, NIC Elders, Indigenous Education Facilitator, Indigenous Education Faculty members, Indigenous Navigators, and Indigenous Counsellors.

2.0 External Communication and Relationship Development

2.1 The Executive Director communicates and consults with community groups, government bodies, non-government agencies, and school districts on all matters related to meeting the needs of Indigenous learners.

2.2 The Executive Director represents the College at events pertaining to Indigenous Education in all the Colleges’ regions.

2.3 In collaboration with the IEC, Indigenous Navigators, and Elders in Residence, the Executive Director advises Leadership Team (LT) and ET on First Nations protocol and appropriate strategies for developing relations with First Nations communities.

2.4 The Executive Director organizes regularly scheduled meetings of the IEC throughout the College region and ensures that Terms of Reference and membership of these Committees are up to date.

2.5 The Executive Director organizes regular meetings of the IEC and regularly updates Terms of Reference and membership for this Committee.

2.6 The Executive Director represents the College on a variety of local boards and associations, which may include School District Indigenous Education Councils, Economic Development Commissions, Youth Organizations, and Chambers of Commerce.

3.0 Planning

3.1 The Executive Director develops an operational plan for expanding Indigenous Education at North Island College. The Executive Director provides an annual report to both LT and ET on the outcomes achieved based on the annual Aboriginal education operational plan.

3.2 In collaboration with IEC, the Director responds to government planning requests, prepares submissions to government reports, and sits on external Committees as required and as approved by the Vice President, Academic.

3.3 In collaboration with Student Services, the Executive Director will facilitate enhanced Indigenous-centered services, learning environments, student and community spaces, and learner success.

3.4 The Executive Director is accountable for the development, writing, delivery, and reporting of an annual Indigenous Pathways and Partnerships Program that provides direct Ministry funding to cover instructional and support service costs as well as community outreach and consultation.

3.5 The Executive Director upholds and advances the principles and commitments outlined in the Framework for Indigenous-Led Education and Training, ensuring alignment across all areas of the College. This includes fostering awareness, shared understanding, and institutional accountability among departments, and integrating these commitments into program development, service delivery, decision-making processes, and community engagement activities across NIC.

4.0 Financial Management

4.1 The Executive Director manages all program project funds and operating budget and prepares proposals for funding as required.

4.2 In conjunction with the relevant Deans/Directors, the Director leads the development and negotiates service agreements that meet specific First Nations education/training needs.

5.0 Employee Relations

5.1 The Executive Director implements values of the College, promoting a learning and working environment where individuals are treated with dignity and respect, promoting and encouraging innovation and creativity, and ensuring that the College’s practices are conducted openly, honestly, and in the public interest.

5.2 The Executive Director assumes a leadership role in developing and maintaining effective union and management relationships and works with union representatives to resolve problems effectively.

5.3 The Executive Director ensures that the College’s policies, procedures, and provisions in collective agreements are observed, and participates in the resolution of grievances as appropriate.

Required Education & Experience

Master’s Degree in an appropriate discipline and, 3-5 years’ experience in a management and leadership role in a post-secondary Indigenous Education setting; candidates with an undergraduate degree and considerable experience in Indigenous Education at a post-secondary institution may also be considered.
A demonstrated record of success in Indigenous Education and community development work, resource procurement, grant and proposal writing and project management.
Demonstrated experience resolving student concerns, informally and formally.
Extensive knowledge of Indigenous populations within the traditional territories of thirty-five First Nations inclusive of the Nuu-chah-nulth, Kwakwaka’wakw and Coast Salish traditions.
The College received special program approval by the BC Human Rights Tribunal to give preference to the hiring of a person of Indigenous ancestry for this position.

Required Knowledge Skills & Abilities

A working knowledge of governance models and related management approaches.
Strong interpersonal skills, including communication (written and oral), negotiation, and advocacy skills; particularly in communicating and consulting with community groups, school districts, industry, local government agencies, First Nations and the College community.
Demonstrated commitment to collaborative and consultative leadership and the ability to work effectively within a management team and fast-paced environment.
Advanced computer skills as required by the position.
The ability to plan annual budgets and follow established financial policies and practices to ensure fiscally responsible management of expenses.
Knowledge and ability to implement quality improvement initiatives and measure outcomes.
Experience with organizational change practices.
Experience in the effective management of human resources within a unionized workforce and administering collective agreements.
