The challenges that await you
Reporting to the Deputy Director of the Communications and Marketing Department, you are responsible for planning, organizing, and controlling the activities of the marketing research, market intelligence, and organizational performance division. You ensure the development of a deep understanding of citizens, clientele, socioeconomic trends, territorial transformations, and the municipal environment to support decision-making and the strategic directions of the organization. You act as a consultant to management and contribute to making research, data, and performance measurement levers for continuous improvement and value creation for citizens.
In this capacity, you participate in establishing the strategic directions of the Department and ensure the integration of research, market intelligence, performance measurement, and financial management functions to support decision-making, continuous service improvement, and the achievement of organizational priorities. You act as a strategic partner to management and ensure the optimal use of resources under your responsibility.
As a member of the Department's management team, you collaborate to ensure its smooth operation and contribute to achieving its objectives. You assess and recommend the human, material, and financial resource needs required for the smooth running of the activities under your charge and manage the budgets allocated to you. You submit detailed reports and may be called upon to make presentations regarding the activities for which you are responsible.
Results-oriented, you guide, direct, and supervise your team members in the execution of their respective mandates, determine the overall order of priorities, define objectives, and inform your team of your expectations. You evaluate performance, recognize achievements, and promote staff development by recommending training.
More specifically, you:
- Ensure the centralization, interpretation, and enhancement of research results, analyses, and strategic monitoring to draw conclusions and perspectives supporting the organization's directions and decisions;
- Develop and implement mechanisms for disseminating and sharing knowledge to promote accessibility and effective use of strategic information within the organization;
- Provide strategic leadership for the marketing research and market intelligence function by ensuring the identification of the organization's informational needs, conducting required studies, analyzing results, and disseminating knowledge to inform decisions and strategic directions of the City.
The ideal profile for us
- Hold a bachelor's degree in a relevant field and a master's degree related to the position;
- Have twelve (12) years of relevant experience in marketing research and market intelligence, including eight (8) years in managing specialized professional teams;
- Have significant experience in conducting or supervising complex studies supporting strategic decision-making, including continuous measurement;
- Demonstrate experience in presenting strategic recommendations to senior executives, management committees, or decision-making bodies;
- Be familiar with measures of citizen experience or program evaluation;
- Possess advanced expertise in quantitative and qualitative methodologies, including continuous measurement;
- Master applied statistical analyses in research;
- Have a solid understanding of sampling concepts, weighting, and data representativeness;
- Master data visualization, questionnaire programming, statistical processing such as Power BI, Qualtrics, Voxco, SPSS, STATXP, Q, etc.;
- Demonstrate the ability to evaluate the methodological and statistical quality of work done internally or by external partners;
- Be knowledgeable about demographic, social, and economic issues associated with community development;
- Be familiar with the municipal or public sector environment, an asset.
