TDE is seeking Project Engineer (Heavy Oil Project Engineer) to control and coordinate project resources and be a liaison between the Project Manager and the assigned multi-discipline Project Team. The Project Engineer ensures that all project deliverables comply within the requirements of the project and align with the parameters outlined in the Project Plan. The Project Engineer can also oversee and manage small to medium size projects.

Responsibilities
- Knowledgeable in scheduling/planning. Work with more senior staff to create schedules taking into account project deadlines and resource planning.
- Monitors discipline progress paying attention to scheduled milestones. Coordinates with discipline managers to inform of upcoming work/tasks related to the project.
- Completes module breakdown structure. Populates major equipment, vessel/exchanger, structural skid and piping lists.
- Prepares Contemplated Change Notices/Change Orders.
- Prepares meeting agendas. Arranges and facilitates external client meetings and internal team meetings.
- Prepares procurement plan for their scope. Ensure procurement plan takes into account information necessary for engineering activities. Updates procurement plan/schedule routinely as project develops.
- Prepares major equipment requisitions using TDE templates. Corresponds with vendors and stakeholders on clarifications.
- Understands what deliverables need to come as a standard from vendors. Signs off on purchase requisitions from other departments for cost code/budget adherence and delivery. Spot checks work done by others.
- Arranges RAIL meetings with vendors. Addresses vendor issues with internal teams. Communicates with scheduling and PM for any delays or issues.
- Reviews estimates from applications to ensure assigned module margins are achievable. Distributes bulk estimate items (valves, instrumentation) as necessary for tracking purposes. Brings up concerns to senior staff. Monitors engineering, fabrication, QC and assembly costs to ensure margins are maintained.
- Completes estimation of vessels, piping, structural steel. Assists with assembling entire project costs. (buyouts, subcontractors, logistics)
- Familiar with project specifications. Works with internal stakeholders to complete specification reviews. Coordinates and consolidates stakeholder comments/feedback. Ensures that they have been applied to project design/documentation.
- Familiar with equipment design. Able to size select process equipment. Understands pump and compressor selection. Identifies how selected equipment design affects TDE design.
- Participates in P&ID development. Ensures all project items on the P&ID Responsibility Matrix are complete and understood. Works with disciplines to ensure their scope of the P&ID RM is complete and signed off.
- Confirm mechanical design meets code and specifications. Confirms nozzle elevations and orientations against 3D model.
- Review isometrics against piping specifications and 3D model. Confirm all internal checks are completed. Confirms all scope interfaces are matching within the Isometrics.
- Review structural drawings based on scope of work and specifications for project. Ensures that details have been addressed (paint specs, electrical sleeves, ramps, lifting beams/cranes)
- Coordinate input from stakeholders for plot plan development.
- Able to review instrument selection, ensuring it meets design codes and client specifications.
- Understands control loops, cause and effect diagrams/shutdown keys and control narratives.
- Routine trips to the shop to monitor progress of vessels, exchangers and piping. Marks up and traces P&IDs based on progress. Completes walkdown checklists.
- Reviews Inspection and Test Plans, understands them and ensures that ITPs are followed.
- Ensures the document control management procedures are followed. Initiates workflows. Assist in generating document lists at project initiation.
Qualifications
- 4 to 7 years experience in Project Engineering.
- Must have Oil Refinery/Heavy Oil Processing experience.
- B.Sc. in Chemical Engineering or equivalent technology degree.
- Registered and in good standing with APEGA.
- P.Eng designation.
- Familiar with industry best practices.
- Proven ability to produce high quality work while facing competing priorities and strict deadlines.
- Ability to prioritize activities, adapt to change, and stay focused in a dynamic environment.
- Proficient in MS Office suite (Word, Excel, PowerPoint), Outlook, Teams.
- Excellent verbal and written communication skills.
- Strong time management and organizational skills.
- Exceptional interpersonal skills and ability to interact positively with all levels of staff.
- Demonstrate sensitivity and discretion when working with confidential information.
