Key Accountabilities
Proposal Development
- Review RFQs, RFPs, and client bid packages to determine project requirements and scope.
- Develop technical and commercial proposals for commissioning, pre-commissioning including but not limited to: pipeline services, chemical cleaning, nitrogen services, leak testing, drying, and related service lines.
- Prepare detailed cost estimates including labor, equipment, consumables, subcontractors, travel, and logistics.
- Develop execution methodologies and project assumptions to support proposal submissions.
- Prepare bid clarifications, exclusions, exceptions, and technical qualifications.
- Ensure proposals are accurate, complete, compliant, and submitted within required deadlines.
- Maintain proposal templates, pricing databases, and estimating tools.
Technical Assessment & Engineering Support
- Review client specifications, drawings, P&IDs, isometrics, standard, plot plans, datasheets, schedules, and technical documentation.
- Determine equipment, personnel, and material requirements to execute scope safely and efficiently.
- Perform engineering calculations and technical evaluations required to support project planning and estimating.
- Collaborate with Operations and Engineering teams to validate execution strategies and resource requirements.
- Support development of innovative and cost-effective technical solutions for clients.
- Assist with risk identification and mitigation during bid development.
Client & Sales Support
- Participate in client meetings, bid clarification calls, and technical presentations.
- Respond to client technical questions during the proposal phase.
- Build and maintain positive working relationships with clients and industry partners.
- Work closely with Business Development and Operations teams to identify opportunities and develop winning strategies.
- Support contract review and project handover activities following award.
Vendor & Supply Chain Coordination
- Obtain pricing and availability from vendors, rental providers, and subcontractors.
- Evaluate vendor quotations and ensure compliance with project requirements.
- Coordinate with procurement and operations teams regarding equipment availability and lead times.
- Maintain relationships with key vendors and service providers.
Project Handover Support
- Participate in project kickoff and handover meetings.
- Transfer proposal assumptions, technical requirements, pricing basis, and execution strategy to project teams.
Health & Safety
- Ensure all proposal solutions align with company and client safety requirements.
- Promote a strong safety culture consistent with company policies and industry standards.
- Consider HSE risks and mitigation measures during bid preparation and project planning.
- Communicate safety-related concerns and recommendations to management.
Other
- Support continuous improvement initiatives within estimating and proposal processes.
- Maintain awareness of industry trends, technologies, and market conditions.
- Ensure adherence to company Quality Management Systems.
- Perform other duties as assigned by management.
Requirements
Education
- Bachelor's or Degree in Engineering (Mechanical, Chemical, Process, Petroleum, or related discipline) OR
- Engineering Technology Diploma (Mechanical, Chemical, Process, Petroleum, or related discipline)
Certifications
- EIT designation or CET
- P.Eng. designation considered an asset.
- Valid Class 5 Driver's License.
Experience
- 3-7 years of experience in oil & gas, energy services, commissioning, pre-commissioning, or industrial field services.
- Experience preparing technical proposals, estimates, or project execution plans.
- Understanding of commissioning, cleaning, flushing, leak testing, pressure testing, drying, nitrogen services, or related activities.
- Experience interpreting technical drawings and specifications.
- Strong knowledge of project costing and estimating principles.
Other Requirements
- Legally authorized to work in Canada.
- Ability to travel occasionally for client meetings, site visits, and project kickoffs.
- Ability to pass required background, site access, drug, and alcohol testing requirements where applicable.

Work Schedule & Travel
- Primary office-based position out of Edmonton, AB.
- Monday-Friday, 8:00 AM to 5:00 PM.
- Additional hours may be required to meet proposal deadlines.
- Occasional travel for client meetings, site visits, project kickoffs, and industry events.
- Approximately 10% travel.
Leadership & Supervision
- Acts as a technical resource during proposal development.
- Coordinates contributions from multiple internal stakeholders.
- Leads bid preparation activities for assigned opportunities.

Pay: $60,000.00-$70,000.00 per year
