HSE Manager — Safety Compliance, Behaviour Design & Culture Innovation
Location: Spruce Grove, Alberta
Company: Innovator Industrial Services
Reports to: Leadership Team - Operations Leader
Compensation: Competitive based on experience, curiosity, and proven ability to connect safety, psychology, behaviour, and innovation.
Bottom line — we are not looking for a standard safety advisor who only maintains binders, checks boxes, and follows yesterday’s compliance program. We are looking for an HSE Manager who can protect the strength of our current safety system while helping us build the next version of it.
Think of this role like being both the engineer and the coach: you need to understand the system, but you also need to understand the people using it every day.
The Role
Innovator Industrial is looking for an HSE Manager based at our head office in Spruce Grove, Alberta, with regular site visits to projects and offices across Canada.
This person will own the maintenance, compliance, coaching, reporting, and continuous improvement of our HSE program. That part is non-negotiable. Legislative requirements, COR, ACSA, ISNet, Avetta, ComplyWorks, Cognibox, training records, incident investigations, WCB claims, client HSE requirements, safety metrics, and documentation all need to be handled with discipline and consistency.
But that is only half the job.
The bigger opportunity is helping Innovator build a leading-edge safety culture based on how people actually think, decide, react, repeat habits, and change behaviour under real field conditions. We want someone who is deeply curious about human psychology, unconscious habits, behavioural triggers, coaching, leading indicators, and how small daily actions can prevent serious incidents before they happen.
If your version of safety is only compliance, this is not the right seat.
If your version of safety is compliance plus coaching, behaviour design, technology, learning, accountability, and culture change, keep reading.
What You Will Own
- Maintain and strengthen the existing HSE system.
- You will lead, manage, and create accountability for legislative, regulatory, and client compliance requirements. That includes COR, ACSA, contractor networks, training records, incident investigations, WCB claims, HSE files, driver training, GPS reporting, and safety documentation.
- Coach supervisors and craft teams.
We need a teacher and coach, not a clipboard cop. You will work directly with supervisors, managers, and field teams to build safety capability, improve engagement, and make safety conversations practical, clear, and useful.
- Champion leading indicators and behaviour-based observation.
Our target is 80% quality BBO participation and 80% supervisor/manager review completion. We are not interested in empty participation numbers. We want high-quality observations, better conversations, stronger trend data, and visible changes in behaviour. This is where the right person will separate themselves. You will help develop a safety system that uses psychology, human behaviour, unconscious habits, data, leading indicators, technology, and coaching to improve safety performance before incidents occur. We believe strong safety performance is not just an internal requirement. It is a client confidence tool, a sales advantage, and a company reputation builder. One of our goals is to win a Canada’s Safest Employers Award in 2026.Who Will Thrive Here
- Help build Innovator’s Behaviour Designed Safety System.
- Make safety a marketable asset.
You are intelligent, curious, practical, and self-directed.
You probably read, listen, study, and ask questions without being pushed. You are interested in why people do what they do, not just whether they followed the rule. You understand that training is not the same as learning, and learning is not complete until it becomes a practiced habit.
You can sit in a boardroom, walk a job site, coach a supervisor, challenge a weak process, review data, talk to a client, and still keep the system organized.
You are comfortable with compliance, but you are not limited by it.
You like technology. You look for better tools. You simplify processes. You can document what matters without drowning the team in paperwork.
You believe safety is built through leadership, habits, accountability, and trust — not posters on a wall.
Who Should Not Apply
Do not apply if you only want to maintain a standard compliance program.
Do not apply if technology frustrates you and you would rather keep doing things the old way.
Do not apply if you believe safety is mainly about policing workers after something goes wrong.
Do not apply if you need constant direction, avoid accountability, or bring problems without possible solutions.
At Innovator, Results Matter. We Own It. We Find A Way. We are Always Growing. We put Family First because every safety decision connects back to people going home to the families who count on them.
What We Expect
You will be measured by real outcomes, including:
- 80% quality BBO participation.
- 80% supervisor/manager safety reviews.
- 100% supervisor basics trained.
- Weekly BBO coaching.
- Weekly supervisor/manager coaching.
- Clean, current, audit-ready HSE systems.
- Progress toward building an industry-leading behaviour-designed safety culture.
What You Bring
- HSE leadership experience in industrial, construction, energy, maintenance, or a related field.
- Strong knowledge of Alberta and Canadian occupational health and safety requirements.
- Experience with COR, ACSA, client safety portals, incident investigations, WCB, and HSE documentation.
- Proven ability to coach supervisors, managers, and craft workers.
- Strong interest in behaviour-based safety, psychology, habit formation, learning, and culture change.
- Comfort using technology, reporting tools, dashboards, and data to improve performance.
- A self-directed manager mindset with strong follow-through.
The Opportunity
This is a Level 4 manager seat. That means we expect a strong, fully self-directed leader who can maintain the system, coach the people, improve the process, and help us build something better than the industry standard.
This is not a role for someone who wants to hide behind policy.
This is a role for someone who wants to help build the safest, smartest, most behaviour-aware industrial safety system in our market.
