The Town of Espanola is seeking a detail-oriented and customer-focused professional to join our team as an Accounting Clerk – Revenue & Taxation. This role is responsible for administering property tax billing, water and sewer billing, accounts receivable, and revenue functions, while also serving as the primary backup to the Office Assistant (Reception, Licenses and Permits). Operationally, the position may involve 50–70% front-line administrative and customer service duties during peak periods or absences.
Qualifications:
- Post-secondary education in Accounting, Finance, Business Administration, or a related field.
- Minimum 2 years of experience in accounting, finance, or municipal administration, preferably with taxation and accounts receivable.
- Completion of the three Municipal Tax Administration courses is required; candidates who have not yet completed them must be willing to do so upon hire.
- Strong customer service, interpersonal, and communication skills with the ability to work effectively with the public.
- Knowledge of municipal finance, property taxation, and billing systems is considered an asset.
- Demonstrated accuracy, attention to detail, and organizational skills.
- Ability to manage multiple responsibilities and meet deadlines in a fast-paced environment.
- Proficiency in Microsoft Office (particularly Excel) and financial software systems.
- Ability to work both independently and collaboratively.
Duties & Responsibilities:
Office Assistant Backup Duties
- Respond to general inquiries and assist residents at the front counter
- Process payments, balance daily cash, and maintain records
- Assist with scheduling, communications, and general office coordination
- Support reception operations including phones, correspondence, and mail handling
- Assist with permits, licensing, and municipal documentation
- Support administrative functions across departments
Revenue, Taxation & Accounting
- Provide customer service related to taxation, utilities, and municipal services
- Administer property tax billing, collections, and account maintenance
- Manage accounts receivable, including monitoring and collection activities
- Process supplementary billings, adjustments, refunds, and reconciliations
- Maintain water and sewer billing and customer accounts
- Prepare journal entries, bank reconciliations, and year-end working papers
- Assist with budget reporting and grant administration
Pay Range:
This is a blended role with flexibility based on qualifications and experience:
Office Assistant Range: $53,599 – $63,991 (2026 Pay Scale – Band 5)
Accounting Clerk – Revenue & Taxation Range: $64,847 – $77,423 (2026 Pay Scale – Band 7)
The successful candidate may be hired into either salary range depending on education, experience, and demonstrated competencies.
