This Regular, Full-time opportunity is with Kamloops Regional Correctional Centre (KRCC) located in Kamloops, BC.
The Site Leader provides visible clinical and operational leadership for assigned programs, ensuring the safe, effective and efficient delivery of integrated health services within a provincial correctional health setting. Reporting to the Health Services Manager (HSM), the Site Leader is responsible for leading interdisciplinary teams, supporting professional practice, managing daily operations, and advancing quality improvement initiatives that improve client outcomes and staff engagement.
The Site Leader applies knowledge of acute care, primary care, public health, and mental health and substance use service delivery to support the complex health needs of people in custody. The Site Leader provides clinical leadership, supports evidence-informed practice, promotes health equity, Indigenous-specific anti-racism and discrimination initiatives, and diversity, equity and inclusion, and ensures care is delivered in accordance with BCCNM standards, applicable legislation, organizational policies and best practices.
The Site Leader fosters collaborative relationships across clinical programs, operational teams, community and health authority partners, and provincial services to support seamless transitions of care, effective client flow, and continuity of services. The role provides leadership in workforce planning, recruitment, performance management, education, change management, and the development of high-performing teams. As a clinical resource and mentor, the Site Leader coaches staff, supports professional development, and promotes a culture of accountability, psychological safety, and continuous improvement.

Correctional Health Services is a province-wide, specialized program providing care for clients who are incarcerated in one of BC’s 10 provincial correctional facilities. We believe everyone deserves a chance to access and receive the same quality of care as they would in the community.
What you’ll do
- Provides visible, values-based leadership for assigned clinical programs, ensuring the safe, effective and efficient delivery of integrated acute care, primary care, public health, and mental health and substance use services. Creates a culture of respect, accountability, collaboration, innovation, continuous improvement, and person-centred care while supporting PHSA's Purpose, Vision, Values, Teachings, and strategic priorities.
- Accountable for the day-to-day operational management of assigned services, including staffing, scheduling, workload management, leave approvals, overtime, resource allocation, equipment, and client flow to ensure operational effectiveness and high-quality care within approved resources.
- Provides expert clinical leadership and consultation to interdisciplinary teams, ensuring evidence-informed practice, adherence to BCCNM standards, trauma and violence informed and culturally safer care, organizational policies, and legislative requirements. Supports complex clinical decision-making and promotes excellence in professional nursing practice.
- Under the direction of the HSM, and in partnership with Human Resources (HR) and Inter-Professional Practice (IPP), mentors, coaches, supervises, and develops staff while fostering an inclusive, respectful and psychologically safe work environment. Completes performance planning, provides ongoing coaching and feedback, addresses performance concerns, supports employee wellness, and recognizes and fosters excellence.
- Under the direction of the HSM, and in collaboration with the Clinical Nurse Educators (CNE), Clinical Mentors (CNM) and appropriate partners, leads orientation, onboarding, education and succession planning activities. Identifies learning needs, promotes lifelong learning, supports professional development, to build a skilled and engaged workforce.
- Promotes seamless integration across acute care, primary care, public health, mental health and substance use services to improve client outcomes, continuity of care, transitions, discharge planning, and access to appropriate community services.
- Champions a culture of quality improvement and client safety by monitoring clinical indicators, leading safety investigations, responding to incidents, implementing corrective actions and educational supports, evaluating outcomes, and ensuring compliance with accreditation, regulatory and organizational standards.
- Directs and supports comprehensive case management. Ensures care planning reflects the physical, psychological, social, cultural, spiritual and emotional needs of clients. Promotes therapeutic relationships, client engagement, health promotion, informed decision-making, culturally safer and trauma and violence-informed care.
What you bring
Qualifications
- Current practicing registration as a Registered Nurse (RN) / Registered Psychiatric Nurse (RPN) with the British Columbia College of Nurses & Midwives (BCCNM).
- Baccalaureate in Nursing or Psychiatric Nursing.
- Five (5) years of recent, related experience in acute medical/surgical or high acuity and mental health and substance use, including working with the applicable population group, and two (2) years of recent experience in a supervisory/leadership capacity; or an equivalent combination of education, training and experience.
- Valid BC Driver's License and access to personal vehicle for local area travel may be required.
- Current CPR Certification.
- Current Intermediate and/ or Advanced Occupational First Aid (Level 2 or Level 3) certification.

- Demonstrated leadership skills, including strategic and operational leadership, critical thinking, sound clinical judgement, analytical reasoning, and independent decision-making and problem solving in complex and rapidly changing environments.
- Demonstrated ability to lead interdisciplinary teams and foster a culture of respect, accountability, collaboration, psychological safety, and continuous quality improvement.
- Demonstrated knowledge in trauma and violence-informed practice and the setting and defined population of clients.
- Demonstrated ability to provide clinical supervision, coaching, mentorship, staff and student development, consultation, work direction, and performance management using adult learning principles and evidence-informed practices within a unionized health care environment.
- Demonstrated interpersonal, communication, relationship-building, and team-building skills, with the ability to establish and maintain collaborative partnerships with clients, families, interdisciplinary teams, correctional partners, Indigenous partners, community agencies, and external health services and resources.
- Demonstrated ability to lead change, resolve conflict, support staff through transitions, and respond effectively to unexpected events.
- Commitment to develop knowledge and understanding of legislative obligations and provincial commitments found in the foundational documents – including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study – and how they intersect across the health care system.
- Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
- As a strong asset for consideration, we are looking for our successful candidate to have: Knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (The Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).
