Full job description

The Physician Recruiter & Clinic Manager is responsible to administer the regional physician recruitment program for the Municipality of Kincardine and carry out the duties of clinic management at the Hawthorne Medical Clinic in Kincardine.

Location: Hawthorne Medical Clinic

Reporting To: Lead Physician, Kincardine Physician Group & Senior Manager of Strategic Initiatives

Responsibilities:

Physician Recruitment and Retention - The Municipality of Kincardine (60%)

Develop and implement physician recruitment and succession strategies based on local health care needs.
Act as the single point of contact and build relationships with prospective, locum and newly recruited physicians.
Develop and maintain a pipeline of prospective physician candidates.
Participate in regional and provincial recruitment initiatives and leverage available recruitment resources and programs.
Advertise opportunities and participate in recruitment fairs, conferences, medical school events and other recruitment initiatives.
Develop and implement physician recruitment marketing initiatives, including website, social media and promotional materials.
Coordinate candidate visits, community introductions and onboarding activities.
Screen and interview candidates and coordinate recruitment activities with local health care providers.
Coordinate physician offer letters, recruitment agreements and incentive commitments.
Create and maintain an orientation package for locum physicians and new physicians.
Manage the physician recruitment program budget and maintain accurate recruitment and financial records.
Coordinate locum physician, resident and medical student placements and manage bookings and accommodations.
Prepare reports for Council to provide updates and program recommendations.
Complete required Health Force Ontario, ministry and other program documentation and reporting.

Clinic Manager - Hawthorne Medical Clinic (40%)

Oversee and manage the day-to-day operations of the Hawthorne Medical Clinic
Act as a liaison between the physicians, vendors, stakeholders, and organization staff
Responsible for the recruitment & selection, training, performance management and coaching of causal and permanent support staff, practice nurses and common staff
Develop and ensure policies, procedures, and employment documents are updated as required
Monitor general facility maintenance and contracts related to IT maintenance, phones, electronic medical records, etc.
Collaborate on the preparation of information reports for relevant stakeholders as required
Coordinate the Nurse Clinic Program (recruitment, scheduling, and training) in consultation with the Program’s Most Responsible Physician

Education & Experience Requirements:

Post-secondary education in Business Administration, Human Resources or Health Care Management
Previous healthcare, sales, or marketing background is preferred with specific knowledge of the medical/physician community
5 years of experience in both recruitment and office administration
Experience with PS Suite EMR (Telus)
Experience in a medical environment and comfortable interacting with physicians and healthcare professionals are required
Valid Ontario Drivers License and Access to a Vehicle

Required Knowledge, Skills & Competencies:

Knowledge of Health Force Ontario and Ministry of Health procedures related to physician recruitment and retention
Knowledge of the demands placed upon family practice physicians, considering the unique circumstances surrounding the delivery of primary care in a rural setting
Maintain knowledge of government regulations and health care administration
Knowledge of current best practices on office procedures, Employment Standards Act, WHMIS, Personal Health Information Protection Act, Child and Family Services Act, and Occupational Health & Safety Act
Strong knowledge of recruitment techniques and practices
Sound knowledge and ability to create and implement marketing campaigns directed towards the recruitment of physicians
Ability to maintain strict confidentiality and privacy
Advanced computer system skills with the ability to maintain databases and prepare various documents and reports
Written and verbal communication skills to communicate effectively
Professional communication and presentation skills, including face-to-face, email, telephone, and video conference
Ability to exercise independent judgment, decision making, and problem-solving
Adaptable to change and new learn skills
Ability to complete several concurrent tasks in an organized and timely fashion within an established timeline
Ability to work/connect with different people and different work styles

Employment Information:

Full-Time position
35 hours per week - (21 Hours Physician Recruitment & 14 Hours Clinic Management)
May be required to work evenings and weekends, as required, for physician recruitment
Compensation = Group 11 (Step 1 $42.72/hr - Step 5 $53.40/hr)
