Primary Duties
The Project Coordinator, Gas & Electric reports to the Manager, Hydro Engineering and works within the Energy Services group. The incumbent administers and develops a diverse range of asset management activities associated with support services to the electric, and natural gas utilities, and metering services managed, operated, and maintained by Utilities Kingston. The incumbent is responsible for the preparation, coordination and management of formal asset management plans, long term planning, innovation, new technology planning and implementation for the support services including quality control, procurement, and commissioning. They ensure that activities are aligned with corporate policies, applicable standards, and regulations. The project coordinator gathers, evaluates and organizes asset and work management related data and information to enhance decision making and create efficiencies.
Major Responsibilities:
1. Develop, create, and maintain an updated asset registry with accurate data records, asset ratings, level of service and valid replacement costs of all asset categories and individual assets.
2. Undertake and incorporate results from field condition assessments and operational inputs with respect to the health of the assets.
3. Undertake life cycle costing and risk assessments for assets.
4. Prepare long term asset prioritization plans by incorporating short, medium, and long-term life cycle costing into capital and financial planning documents.
5. Develop and maintain reports such as asset integrity reviews, asset performance reviews, conduct research, analyze root cause of asset failure data and or repair activity and recommend solutions, undertake cost/benefit reviews and risk management assessments.
6. Develop and maintain business processes to ensure the timely receipt of information and data necessary to maintain the asset management system.
7. Develop asset management strategies and systems, consolidate data and information from service areas into Asset Management plans.
8. Review asset data information for quality assurance and identify improvement areas, develop, and implement processes for data integrity. Work closely with stakeholders to develop standardized asset data processes.
9. Collaborate and coordinate with other staff to ensure that the asset management plans, projects and programs maintain corporate wide consistency.
10. Maintain advanced understanding of asset management best practices, undertake research, and remain current on leading industry trends, developments, and innovations, related to future asset requirements.
11. Plan projects from inception to completion for assets including implementation and commissioning.
12. Plan and co-ordinate procurement strategies related to asset replacement and renewal activities, prepare procurement documents for approval including RFQ’s, RFP’s and tenders.
13. In collaboration with staff, prepare drawings, designs, operating procedures etc. for asset replacement and renewal activities that will be completed by contractors and/or internal crews.
14. Liaise, coordinate, or obtain approval from various regulatory authorities as it relates to project requirements or assets.
15. Coordinate internal resources to ensure appropriate infrastructure work is completed based on project needs and that communication is provided to relevant stakeholders.
16. Direct the work of contractors/consultants to ensure work is completed according to code and consistent with the planned budget.
17. Remain current on regulatory and legislative initiatives, changes, record and reporting requirements.
Education, Certification and Other Qualifications Required
Knowledge and Abilities:
1. Advanced ability to manage and balance multiple tasks and deliver within acceptable timelines.
2. Advanced and proven written and verbal communication skills.
3. Collaborator and team player with an ability to work with minimal supervision.
4. Ability and willingness to work with multi-disciplinary stakeholders and teams such as operations, engineering and City of Kingston staff.
5. Advanced project management and organizational skills.
6. Knowledgeable of various asset management approaches, technology, and experience in research, design and implementation.
7. Advanced skills in the preparation and interpretation of contracts
8. Knowledge of construction procedures, RFQ/RFP/Tender processes
9. Knowledge of lifecycle costing, O&M procedures, costing, planning
10. Knowledge of ISO 55000 and Ontario Regulation 588/17.
Skills and Qualifications:
1. Post-secondary education in engineering, engineering technology diploma, or a combination of relevant knowledge and experience.
2. Certified Asset Management Professional (CAMP), Professional Engineer (P.Eng.), Certified Engineering Technologist (CET), Project Management Professional Certification (PMP) or IAM (Institute of Asset Management) Diploma in Asset Management Planning is considered an asset.
3. 3-5 years’ experience with project planning, asset management, financial planning preferably within the utility sector (sewer, gas, water or electrical)
4. Class G drivers’ license

- Maintain a valid Class “G” driver’s license throughout employment.
