Position Title: MANAGER, SOCIAL SERVICES
Reports to: Director, Child & Family Services
Supervision of: Community Social Worker, Food Security Worker, Family Preservation Worker, Life Skill Worker, Social Assistance Coordinator.
Job Overview
Reporting to the Director, Child & Family Services, the Manager, Social Services is responsible for the leadership and oversight of the Haisla Nation Council’s Social Services program that provides comprehensive support to individuals and families in need. This includes supporting and supervising direct service providers and the administration of social assistance, social work services, food security initiatives, family preservation efforts, and life skills development; ensuring the delivery of appropriate services in accordance with policies and procedures; managing program budgets; and supporting the expansion and innovation of the social services programs and evaluating their outcomes.
The Manager, Social Services is responsible for the leadership, management, and supervision of the Community Social Worker, Food Security Worker, Family Preservation Worker, Life Skill Worker, and Social Assistance Coordinator.
Organizational Status

Duties & Responsibilities
Program Leadership:
- Work with the Director, Child & Family Services to develop the Haisla Nation Council’s Social Services strategy, ensuring alignment with the council’s mission, principles and values.
- Work with the Director, Child & Family Services to develop and implement action plans, budgets, and training processes for the Social Services programs.
- Identify and foster strategic relationships and partnerships to further the Haisla Nation Council’s Social Services program.
- Evaluate and implement recommendations for programmatic improvements to better address the needs of families and ensure the delivery of high-quality programs and services.
- Understand, interpret, explain, and apply relevant municipal, provincial and federal policy, law, and court decisions.
- Produce monthly or quarterly program performance reports as required.
Program Operations:
- Oversee the daily operations of the Haisla Nation Council’s Social Services program.
- Provide effective and efficient delivery of programs and services within policies and procedures, relevant legislation, and professional standards.
- Promote the cultural, social, and economic well-being of families through a coordinated network of services and supports.
- Ensure empowerment of individuals with the knowledge, skills, and resources necessary to achieve personal and family success.
- Foster the preservation and strengthening of family bonds, ensuring that children grow up in safe, loving, and supportive environments.
- Foster a sense of community, cultural identity, and resilience among Haisla children, youth, and families.
- Proactively evaluate individual and overall program performance on a regular and ongoing basis; use collected data and information to make needed improvements.
- Actively pursue, develop, and/or participate in new initiatives to expand social services in response to identified needs in the community.
Financial Management:
- Manage and oversee program budgets and reporting requirements.
- Support the allocation of funds, forecasting, and budgeting.
- Ensures compliance and timely submission of regular reports to government bodies and others.
Human Resources:
- Hire, train, evaluate, develop, discipline, and dismiss program staff.
- Coordinate and support training for all program staff.
- Manage scheduling as required.
- Lead and attend required staff meetings and other related meetings within the community and regionally.
Skills & Qualifications
- Bachelor’s degree in Social Work, Sociology or a related field.
- 7 to 10 years of recent related experience.
- Proven leadership capabilities in program management and the supervision of staff with the ability to lead projects and work with diverse individuals to identify issues, design solutions, and evaluate results.
- Experience working for a band government or Indigenous organization is an asset.
- Excellent knowledge and experience in the provision of social services.
- Strong problem-solving and critical-thinking skills, with the ability to handle complex and emotionally challenging situations.
- Knowledge of budget development and monitoring budget variances.
- Experience monitoring and reporting on activities funded from various sources; solid writing skills are required.
- Ability to set goals and implement an operational plan for the department.
- Strong analytical and problem-solving abilities, with a focus on data-driven decision-making.
- Strong working knowledge of Microsoft Office (Excel, Word, Power Point) and various databases, search engines and outlook/email.
- Strong organizational and time management skills with an attention to detail.
- Strong interpersonal, communication, and presentation skills with the ability to professionally connect with and influence a diverse group of individuals.
- Excellent interpersonal and communication skills, both verbal and written.
- Ability to meet intensive and changing deadlines.
- Experience in change management and organizational development.
- Satisfactory completion of criminal records check (with vulnerable sector screening if relevant).

Salary Range: $77,000.00 - $90,000.00 annually
