Alberta Teaching Profession Commission (ATPC)

The Education Act provides the statutory authority for the Alberta Teaching Profession Commission and the appointment of an arm's length Commissioner to oversee teacher and teacher leader conduct and competency complaints for the profession. This process applies to all teacher and teacher leaders under the Education Act (the Act).
The Alberta Teaching Profession Commission oversees a new model, which came into force on January 1, 2023, for teacher and teacher leader disciplinary matters, which brought Alberta in line with best practices used in comparable provinces and other regulated professions. The Alberta Teaching Profession Commission protects students and enhances accountability and transparency for disciplinary matters as a regulated profession.
Reporting to the Manager, Investigations, the Investigator conducts complex investigations involving allegations of unprofessional conduct and professional incompetence by certificated teachers and teacher leaders. Working with a high degree of autonomy, this role applies advanced investigative practices, legislative expertise, and sound judgment to gather evidence, interview stakeholders, analyze findings, and prepare comprehensive reports that support decision-making by the Commissioner.
Role Responsibilities
As an Investigator, you will:
- Conduct complex investigations in accordance with legislation, policies, and established investigative standards.
- Gather, secure, and assess evidence through interviews, statements, document review, and other investigative techniques.
- Develop investigation plans, manage assigned caseloads, and ensure timely completion of files.
- Prepare clear, accurate, and defensible investigative reports and recommendations.
- Liaise with educational authorities, government organizations, regulatory bodies, courts, legal counsel, and law enforcement agencies, including municipal, provincial, federal, and international partners.
- Support colleagues by sharing expertise, providing guidance on investigative practices, and contributing to training initiatives.
- Respond to inquiries from the public and education sector stakeholders with professionalism and discretion.
- Participate in operational planning, continuous improvement initiatives, and the development of investigative standards and procedures.

Requirements:
Education: University degree in a related field (e.g., Education, Social Sciences, Public Administration, Legal Studies) or equivalent experience (1 year of experience = 1 year of education).
Experience: Minimum of two years in investigations or an equivalent combination of education and experience.
Candidates must demonstrate:
- Experience conducting complex investigations and managing sensitive files.
- Ability to interpret and apply legislation, regulations, policies, and procedures.
- Strong skills in evidence gathering, interviewing, analysis, and report writing.
- Excellent communication, judgment, and stakeholder relationship management.
- Ability to manage competing priorities while maintaining confidentiality and objectivity.
Assets
- Experience in a regulatory, compliance, discipline, administrative law, or professional conduct environment.
- Knowledge of the Education Act, teacher discipline processes, or professional regulatory frameworks.
- Experience working with law enforcement, legal counsel, courts, or adjudicative bodies.
- Formal training or certification in investigations.
- Experience mentoring investigators or serving as a subject matter expert.
- Knowledge of Alberta's K–12 education system and teacher professional standards.

This is a
full-time Permanent position working 36.25 hours per week, Monday to Friday.
Working location is 8th floor, Petwin Tower 10707 – 100 Avenue NW, Edmonton.
