The Supervisor, Procurement is responsible for leading and managing the Procurement Unit (PU), overseeing sourcing, purchasing, logistics, and administrative functions to support both operational and capital requirements across London Police Service (LPS).
This role includes developing and implementing procurement strategies aligned with organizational goals, budgetary requirements, and risk mitigation practices. The Supervisor manages vendor relationships and contract negotiations to secure favorable pricing, service levels, and long-term value, while also supporting budget planning and financial administration for the Procurement Unit. This position plays a key role in ensuring best practices are applied across all procurement and contract management activities.
Responsibilities:
- Hire, supervise, coordinate, advise, coach, and evaluate members of the PU fostering a high- performance culture while ensuring the effective and efficient utilization of available personnel.
- Formulate and implement procedures and recommend process improvements for the effective functioning of the PU, to drive sustainable and ethical procurement practice and explore new technologies.
- Plan, organize, assign, and monitor work to ensure accuracy, compliance, adherence to established timelines and policy procedure expectations.
- Promote effective team performance.
- Provide training, guidance and subject matter expertise to staff involved in procurement process.

- Manage the development, implementation, and coordination of all activities, processes, and Standard Operating Procedures related to procurement
- Ensure adherence to LPS/LPSB policies and mitigate risks in procurement processes by managing performance bonds and addressing tariff, cost, and single-supplier issues.
- Manage purchasing and/or contracting for supplies and services to support LPS operations including regular procurement planning and review meetings.
- Manage the full vendor life cycle, including onboarding, performance reviews, renewals, amendments, contract obligations and close-out and service continuity.
- Resolve issues related to vendor performance, contract obligations and service continuity and build strong supplier partnerships by negotiating favorable terms and ensuring supply chain resilience.
- Manage Contract Registry for all LPS goods and service agreements.
- Coordinate, track, and follow up on issues relating to procurement operations.
- Prepare, manage, and audit budgets, analyze costs, identify cost-savings opportunities, and provide data to support forecasting.
- Approve financial transactions related to procurement activities, including accounts payable and accounts receivable.
- Lead and contribute to the development of annual operating and capital budgets.
- Collaborate with internal departments to forecast procurement needs and align purchasing plans with operational priorities and capital planning.
- Support internal and external audits related to procurement and contribute to the development of tangible capital asset reports.
- Ensure that LPS Procedures, PU Policies and Procedures, and applicable legislation are complied.
- Other duties as assigned within the core competencies.
Requirements:
- 4-year University degree in Business Administration, Accounting, Commerce, Purchasing, Supply Chain Management (Material Management), Logistics, or a related field with Additional Specialized Courses, up to One Academic Year or equivalent.
- Certified Professional Public Buyer (CPPB) designation or similar procurement/supply chain certification.
- 4-5 years relevant experience.
- Experience and understanding of the design & construction field where the industry has pre- established processes, procurement documents and standard contracts.
- Experience and understanding of public procurement (federal, provincial, municipal, etc.) is an asset.
- Excellent problem-solving skills and judgement required for the development and execution of compliant, cost-effective, and practical procurement solutions and to interpret and apply guidelines and policies appropriately.
- Excellent communication skills for regular contact with LPS members and external agencies to give, obtain, and/or exchange, and/or discuss information or decisions requiring discussion or explanation to ensure full understanding with tact, self-control, and persuasiveness.
- Considerable mental and sensory effort required on a regular basis for concentration on precision work; scrutinizing documents/contracts for small changes; and report preparation that includes detailed analysis and/or creative writing.
- Work generally conducted in a standard office environment.
