Position: Risk and Quality Assurance Specialist, Corporate Services Division

The Risk and Quality Assurance Specialist will be responsible for LPS risk management strategies as well as the LPS quality assurance program. This position will utilize risk management principles while conducting audits to reduce or mitigate risks to the LPS and its members, ensure legislative compliance and reinforce the LPS's commitment to public transparency by ensuring accountability.
Responsibilities:
- Plan LPS audits, including determining objectives, preparing audit plan, and scope of audits.
- Plan, administer and conduct audit fieldwork, ensuring audit objectives are accomplished.
- Plan, conduct and report results of performance audits.
- Ensure compliance with Ontario Policing Standards, the CSPA, LPS procedures, LPSB policies, and other applicable legislation and standards.
- Identify areas with deficiencies in internal controls, procedure gaps, conflicting guidance and best practices.
- Develop appropriate control evaluation criteria through the application of knowledge of business systems.
- Work with members to collect, analyze and interpret data to measure performance while maintaining confidential information and data obtained during audit.
- Meet with various levels of management and execute audit procedures to ensure audit objectives and conclusions are addressed and supported.
- Provide or assist in providing training, coaching and guidance to other members who assist in conducting audits.
- Develop and maintain working relationships with members of other police services' audit units.
- Make recommendations on ways to improve the audit work process.
- Conduct research and analysis of policing issues/trends, organizational risk factors, and legislative requirements.
- Assist and provide guidance with the review, development and revision of internal procedures.
- Identify organizational risks and mitigation and/or prevention opportunities by employing Enterprise Risk Management evaluations and strategies.
- Evaluate risk within the LPS and recommend revisions to LPS procedures or processes.
- Conduct risk analyses to ensure compliance with the Occupational Health and Safety Act.
- Collaborate with LPS Legal Services to evaluate and mitigate risks to the LPS and its members resulting from civil litigation or various court/judicial proceedings.
- Report on risks to the LPS to the Senior Leadership Team and serves as the liaison between the LPS and the City of London Risk Management office.
- Assist with and provide consultation services to LPS project managers to evaluate risks related to new LPS projects upon request.
- Assist with business/operational continuity planning and evaluate risks pertaining to LPS business continuity processes, procedures and preparation including the development and maintenance of a formal Continuity of Operations Plan.
- Other duties as assigned within the core competencies.
Requirements:
- 3-year Post-Secondary Diploma/Degree in Public Policy and Administration, Auditing, Risk Management or equivalent.
- 3-4 years’ related experience (i.e. risk and quality assurance).
- Canadian Risk Management (CRM) designation through the Risk and Insurance Management Society (RIMS) or equivalent is an asset.
- Completion of the Auditing in a Law Enforcement Organization is an asset.
- Completion of the Institute of Internal Auditors Courses is an asset.
- Excellent problem-solving skills and judgement for analysis and developing or recommending solution to problems of a complex nature required.
- Excellent communication skills for regular contact throughout the organization primarily at management and senior levels, with tact, discretion, and persuasion.
