Under the direction of the Field Operations/Court Coordinator, the Supervising Officer, Animal Services supervises, leads, and coordinates daily field operations, offering guidance and support on complex cases. This role involves organizing and assigning tasks, providing general supervision, and monitoring the performance of Animal Services Officers I, including coaching and development. The Supervising Officer ensures the effective, proactive, and impartial enforcement of the Responsible Pet Ownership Bylaw, while striving to improve field operations’ productivity, maintain consistent service delivery, and ensure adherence to established protocols.

Additionally, the Supervising Officer plays a key role in safeguarding the safety and security of building staff and the public by using de-escalation techniques and addressing aggressive individuals. The position also involves promoting responsible pet ownership through educational outreach, offering information about Animal Services’ role, and performing other duties as required.

As the Supervising Officer - Animal Services, you will:

Supervise Animal Services Officers by assigning tasks, reviewing work to ensure accuracy and completeness, observing field enforcement activities, and providing training, coaching, and mentoring. Additionally, responsible for conducting annual performance evaluations.
Assist citizens by providing information on the role of Animal Services and the enforcement process for animal-related concerns. Oversee quality assurance activities, including monitoring compliance with regulations related to At-Risk, Excess Animal/Breeding, Dangerous, Exceptionally Dangerous, and Quarantine cases. Provide support and supervision to in-house staff, including clerks and kennel personnel.
Assist with and supports the duties of the Animal Services Officer I.

Your education and qualifications include:

Post-Secondary diploma in Law Enforcement or in a related discipline (i.e. Law enforcement, Criminology, Justice related field) or an equivalent combination of education, training and experience.

Four (4) years experience in enforcement (Federal, Provincial or Municipal) conflict resolution, justice or related discipline which includes knowledge of the powers and authority granted to special constables, relevant bylaws, regulations, policies, and protocols related to the role with the ability to interpret and effectively communicate this information.

Experience conducting thorough investigations, collecting relevant evidence, taking statements from witnesses, and making objective observations while presenting findings.

Strong leadership abilities along with minimum two (2) years experience supervising staff including performance management activities, building capacity, promoting continuous learning and development skills. Preferably in a unionized environment.

One (1) year of experience working with dogs is preferred, including the ability to safely and responsibly handle unpredictable and aggressive dogs and other animals in various conditions.

Experience providing respectful and inclusive customer service skills including active listening, empathy and problem solving with the ability to maintain composure.

Effective interpersonal skills with the ability to maintain positive working relationships with employees at all levels of an organization, including external contacts and the general public.

Ability to remain composed in difficult or confrontational situations.

Effective verbal communication skills.

Effective written communication skills with experience writing reports, taking witness statements and preparing court documents.

Ability to work independently with minimal supervision, demonstrating self-motivation and initiative.

Ability to react quickly and adapt to unpredictable situations in a calm and composed manner.

Proficiency in software such as Microsoft Office, with additional software skills considered an asset.

Strong understanding of investigative processes and evidence documentation.

Strong organizational skills with the ability to plan, prioritize and meet deadlines.

Conditions of employment:

The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
Completion of the Animal Service Officer Physical Fitness Assessment is required prior to the start date, at the candidate's expense. Must be able to consistently meet the physical demands of the position throughout their employment.
A Police Information Check (Vulnerable Sector) satisfactory to the employer is required from the applicant(s) or successful candidate(s), at their expense.
Successfully qualify and maintain a Special Constable designation within a specific timeframe determined by the Department.
Possess and maintain a valid Manitoba Class 5 F Driver’s License. Prior to the start date must provide a Driver’s Notice in Force document which can be obtained free of charge from any insurance agency.
The successful applicant will be required to provide PPE (CSA approved footwear)
Ability to work a variety shifts including evenings, weekends, overtime, statutory holidays and stand-by.
Ability to work in all weather conditions.
