MINIMAL FORMAL EDUCATION REQUIRED:
- University degree in business, human resources or management. An equivalent combination of education and experience may be considered.
- Project management (PMP) designation preferred.
- 5 years prior experience in a senior role with supervisory and financial experience required.
EXPIERENCE:
- Minimum of 5 years’ experience in a management/supervisory position, preferably in a university environment.
- Must have Human Resource Management experience.
- Must have demonstrated experience in supervising work of employees in a unionized office setting, including experience in guiding and developing staff, and fostering constructive team relationships.
- Must have demonstrated experience in consistently makes sound, data-driven decisions, offer actionable recommendations, and identify improvement areas that drive measurable operational gains.
- Must have experience in performance management and dealing with employee issues and carrying out disciplinary action (in both a union and non-unionized setting preferred).
- Knowledge of the University of Manitoba policies and systems is preferred (UMCareers, VIP, Concur and EPIC).
- Must have experience administering and interpreting governing documents, collective agreements, and employment legislation, preferably in the University of Manitoba environment.
- Demonstrated proficiency in the use of Microsoft Office (Word, Excel, Outlook).
- An acceptable equivalent combination of education and experience may be considered.
SKILLS AND ABILITIES:
- Must have the ability to exercise judgment, make decisions, deal with complex matters and work with minimal supervision.
- Must have the skills and ability to handle highly confidential material, multiple priorities and meet deadlines.
- Effective interpersonal as well as oral and written communication skills.

- A satisfactory work record, including satisfactory attendance and punctuality, is required..
Human Resources:
- Manages direct/indirect reports including: interviewing, hiring, training, motivating, monitoring, assigning and distributing workload, disciplining and evaluating performance.
- Ensures the appropriate completion all HR forms for hiring of other academic, support staff, etc. This includes high volume hiring during peak times around national exams.
- Understand the various employment types for CCA programs and process payments for program hires.
- Plans meetings with individual staff to review job performance, job descriptions, discuss goals and responsibilities and follow up monitoring, adjusting, giving direction and reviewing progress.
- Establishes performance standards and review step increases.
- Recommends professional development for support staff.
- Ensures that any changes to job are reflected in job descriptions.
- Resolves conflicts involving support staff as required.
- Ensures that staff have developed and maintained current procedures manual for their position.
- Ensures that staff members are aware of all relevant office policies and procedures.
- Chair regular meetings with reports to share best practices, build relationships, provide effective coverage and standardize provisions of service
Administration/Operations:
- Supports the associate dean in the development and implementation of strategic and operational plans.
- Understand the various operations of the CCA office. This includes various licensure programs, continuing professional development programs, lifesaving programs and national medical exams.
- Ensures program platforms are current with industry standards and meets the needs of the registrants and programs.
- Assumes the project management lead on new and ongoing projects that could include systems, outreach, and expansion.
- Ensures appropriate governance is in place for the Department to run effectively and efficiently.
- Identifies and implements policy and procedural changes or other solutions that resolve office issues.
- Manages all contracts and service agreements ensure university policies and procedures are adhered.
- Representation of the office on various internal and external committees.
- May be required to perform related duties not exceeding skills and capabilities as required.
Financial:
- Manages office budget. Ensures all budgets are regularly monitored, reconciled and balanced.
- Monitors the revenues and expenses and initiates discussion to ensure corrective action as required.
- Lead on any research or special trust accounts held in any University accounts. Ensures all budgets are regularly monitored and there are no over expenditures.
- Oversees Unit expenditures to ensure consistency with Unit goals and objectives and policies and takes the necessary steps to maintain program and policies.
- Develops and implements reporting systems for monitoring specific events and courses to ensure they meet programs needs and maintain regulatory standards.
- Ensures contracts are in place and renewed to avoid any delays in program delivery.
- Provides regular reporting to associate dean.
- Ensures all budgets are regularly monitored and there are no over expenditures.
