Position Summary
The Prevention Programming Manager provides leadership, supervision, planning, coordination, and evaluation of prevention-focused programs within the Human Services Department. This position is responsible for supporting staff, identifying emerging community needs, developing innovative prevention initiatives, maintaining strong community partnerships, ensuring funding and reporting requirements are met, and promoting culturally safe, trauma-informed service delivery.
Working collaboratively with the Director of Human Services, the Prevention Programming Manager plays a key role in expanding prevention services, strengthening organizational systems, supporting continuous quality improvement, and advancing accreditation readiness. The position also contributes to strategic planning, organizational development, and the ongoing enhancement of services that promote the health, safety, and well-being of Lower Nicola Indian Band members.
Key Responsibilities
1. Program Leadership & Service Delivery
- Provide day-to-day leadership, supervision, and guidance to prevention programming staff.
- Coordinate prevention services to ensure programs are accessible, effective, culturally responsive, and community-driven.
- Monitor program outcomes and service delivery, identifying opportunities for continuous quality improvement.
- Support staff in responding to complex client, family, and community situations.
- Promote trauma-informed, strengths-based, culturally safe, and Indigenous-informed practices throughout service delivery.
- Ensure programs align with community priorities, strategic plans, accreditation standards, and organizational goals.
- Develop annual work plans, program objectives, and operational priorities.
- Monitor program performance indicators and outcome measures.
2. Program Development & Innovation
- Identify emerging community needs through engagement, research, community feedback, and data analysis.
- Develop new prevention programs, pilot initiatives, and community-based projects.
- Research and implement evidence-informed and Indigenous-led promising practices.
- Prepare funding proposals and support the development of new funding opportunities.
- Collaborate with Elders, Knowledge Keepers, youth, families, and community members to co-design prevention initiatives.
- Evaluate existing programming and recommend improvements based on outcomes and community feedback.
- Lead and support continuous quality improvement initiatives.
- Assist with accreditation planning and implementation activities.
3. Staff Leadership
- Provide supervision, coaching, mentoring, and professional support to staff.
- Conduct regular one-on-one supervision meetings.
- Complete probationary and annual performance evaluations.
- Support employee learning and professional development plans.
- Foster a collaborative, respectful, and positive team culture.
- Promote staff wellness and psychologically safe workplaces.
- Develop contingency plans to ensure continuity of services during staff absences.
- Participate in recruitment, interviewing, onboarding, and orientation of new employees.
4. Community Engagement & Partnerships
- Build collaborative relationships with internal departments and external organizations.
- Work respectfully with Elders, Knowledge Keepers, community members, partner organizations, and government agencies.
- Coordinate prevention events, workshops, and community initiatives.
- Represent Human Services on committees, regional working groups, and collaborative tables.
- Promote prevention programming through community engagement, presentations, and outreach activities.
- Strengthen partnerships that enhance community wellness and prevention services.
5. Financial & Administrative Responsibilities
- Assist with annual budget development and ongoing budget monitoring.
- Monitor program expenditures and ensure responsible financial stewardship.
- Support funding applications, contribution agreements, and grant reporting.
- Ensure funding, operational, and statistical reporting deadlines are met.
- Maintain accurate program documentation, records, and databases.
- Review program statistics, outcomes, and performance measures to support planning and evaluation.
- Coordinate and support audit, accreditation, and quality improvement requirements.
- Prepare reports for leadership, Chief and Council, funding agencies, and community presentations as required.
6. Strategic Leadership & Organizational Development
- Participate in departmental and organizational strategic planning initiatives.
- Support policy and procedure development and implementation.
- Contribute to organizational accreditation and continuous quality improvement initiatives.
- Promote a culture of accountability, innovation, collaboration, and excellence.
- Identify organizational risks and opportunities related to prevention programming.
- Support succession planning and long-term sustainability of prevention services.
Qualifications
- Preference will be given to candidates with a Master's degree in Social Work, Human Services, Child and Youth Care, Psychology, Community Development, Indigenous Studies, or a related discipline.
- Candidates with a Bachelor's degree in a related field and a minimum of five (5) years of progressive leadership experience working with Indigenous communities may also be considered.
- Experience developing, implementing, and evaluating community-based prevention programs.
- Experience supervising staff and leading multidisciplinary teams is preferred.
- Experience supporting accreditation, quality improvement, organizational change, or policy development is considered an asset.
Skills & Knowledge
- Demonstrated experience working with Indigenous communities, organizations, and partners, with a strong understanding of Indigenous cultures, values, traditions, and approaches to wellness.
- Knowledge of the history and ongoing impacts of colonization, residential schools, intergenerational trauma, and a demonstrated commitment to reconciliation and Indigenous self-determination.
- Strong knowledge of trauma-informed, culturally safe, strengths-based, and prevention-focused practice.
- Experience with community engagement, strategic planning, needs assessments, and program evaluation.
- Experience preparing reports, collecting program statistics, and meeting funding and reporting requirements.
- Knowledge of budgeting, financial reporting, funding agreements, and program accountability.
- Knowledge of relevant legislation, confidentiality requirements, privacy legislation, and ethical practice.
- Strong leadership, coaching, mentoring, conflict resolution, and decision-making skills.
- Excellent organizational, project management, and time management skills.
- Demonstrated ability to manage multiple priorities while meeting deadlines in a fast-paced environment.
- Excellent written and verbal communication skills, including report writing, presentations, facilitation, and public speaking.
- Ability to build and maintain collaborative relationships with community members, Elders, Knowledge Keepers, partner organizations, and funding agencies.
- Advanced computer skills, including Microsoft Office 365 and the ability to learn new software applications.
- Valid BC Class 5 Driver's License.
- Ability to obtain and maintain a satisfactory Criminal Record Check.
Working Conditions
- Occasional evening and weekend work may be required.
- Local and regional travel may be required.
- Participation in community events and cultural activities is expected.
- Ability to maintain confidentiality and exercise sound professional judgment at all times.
