This IBEW Local 636 union position is an existing vacancy and offers a hiring hourly wage of $34.01, with an average of 14-24 hours per week: primarily afternoons, evenings, weekends, and holidays. Per the Collective Agreement, IBEW members have first consideration.

Reporting to the Manager of Municipal Law Enforcement, the Municipal Law Enforcement/Property Standards Officer is responsible for the enforcement and administration of municipal by-laws and Provincial Statutes in conjunction with providing education and awareness about the Town’s by-laws to members of the public.

Interprets municipal by-laws and related practices for the public and other interested parties.

Reviews by-laws in consultation with other departments. As required, assist in drafting revisions to existing or creating new by-laws.

Analyzes best practices for by-law enforcement policies and procedures.

Processes Business License Applications, attends properties for inspection purposes when appropriate for the purpose of licensing, and issues licenses to applicants.

Preparation and issuance of Notices and Orders as necessary.

Assists in preparation of various reports to Council and Committees of Council on By-law enforcement related matters.

Coordinates Work Order responses for property inquiries.

Prepares and maintains all required records, reports, statistics, correspondence and other material related to by-law in accordance with municipal retention records and the municipality’s records management system.
By-law Enforcement
-
Enforces sections of the Highway Traffic Act, the Municipal Act, Dog Owners Liability Act, and the Provincial Offences Act in order to ensure a safe and welcoming community for both residents and visitors.

Achieves compliance through various enforcement and investigation techniques to preserve the quality of life to which each our residents are entitled to.

Enforces regulatory by-laws within the boundaries of the municipality.

Enforces, maintains, and collects Municipal Parking by-law and equipment.

Acts on and investigates complaints from other officials and the public concerning violation of municipal by-laws, inquiring into alleged violations including on-site inspections, attempting to resolve problems with owner and or tenant.

Prepares and files site inspection records including photos, notes, and correspondence and assists with reports to Council.

Conduct proactive patrols and apply enforcement of municipal by-laws in the community and on recreational trails within the municipality.

Issues work orders and written communication regarding noncompliance with municipal by-laws.

Issues Offence Notices under the Provincial Offences Act and, if necessary, recommends legal action.

Researches and prepares correspondence and court materials and attends Court when required.

Initiates legal proceedings, including filing Information’s and Summons to court.

Ensures remedial action is completed to bring properties into compliance with municipal by-laws when necessary.

Work as a team player promoting a positive and professional work environment and conduct role with integrity and respect.

Act as an Ambassador throughout the community, positively representing the Town.

Abide by the policies and procedures of the Town.

Abide by the Occupational Health and Safety Act, and work in a manner that is safe, reporting incidents immediately to direct supervisor.

Perform other duties as assigned to meet the overall goals and objectives of the Town.

Build and maintain knowledge and expertise in relevant fields.

Successful completion of a College Diploma in Law and Security, Police Foundations, or related field.

Minimum of two (2) years of direct municipal law enforcement experience or significant related experience.

Certified Municipal Law Enforcement Officer (MLEO(c)), and/or Certified Property Standards Officer (CPSO) designation is an asset and Valid First Aid/CPR Certificate.

Thorough knowledge and understanding of the Municipal Act, Provincial Offences Act, Dog Owners Liability Act, municipal by-laws, and other related legislation and regulations as they may apply to the Corporation.

Excellent notetaking, problem-solving, interpersonal, communication, conflict resolution, and time management skills.

Ability to work independently and act in a confident and professional manner under stressful situations, including providing evidence in court, and responding promptly to customer needs.

Strong computer skills using MS Office applications, including Word and Excel.

Ability to maintain discretion and confidentiality of information.

Hold a valid Class ‘G’ driver’s license in good standing with a satisfactory driving record.

Ability to work a variety of shifts, including afternoon, evenings, weekends, and statutory holidays.

Ability to participate as an effective team member within the Community and Growth Department, and other departments across the organization.

Physical demand requires standing, sitting, biking and walking.

Visual attention for health and safety compliance and personal safety while on the job.

Mental demands related to working with agitated and/or aggressive people.

Average of 14-24 hours per week. Shifts primarily include afternoons, evenings, weekends, and holidays.

Flexed hours to accommodate weekend coverage may be required.

Standard office working environment or within vehicle.

Exposure to undesirable conditions such as various temperatures, inclement weather including rain, snow, dirt, noise, vibration or mechanical hazards.

Travel required within the Municipality.
