Privacy and Records Management Officer

Salary: $88,394.00 annually
Hours: 35 hours per week
Location: North Bay Head Office (remote options available)
The Near North District School Board (NNDSB) is a public education organization in Northeastern Ontario, serving over 9,600 students—about 6,600 in elementary and nearly 3,000 in secondary schools. With 33 schools, we offer alternative and continuing education programs and celebrate cultural diversity across our student body. Covering more than 17 000 square kilometers, our region includes Nipissing, Parry Sound, and parts of the Muskoka Districts. The Near North area features scenic parks, lakes, and recreational opportunities.
Reporting to the Director of Education, the newly created position of Privacy and Records Management Officer is responsible for all aspects of Privacy and Information Management in NNDSB (inclusive of Freedom of Information requests and privacy breaches or complaints), developing and leading the Records Management and Retention process for both corporate and school staff, and acting as a privacy subject matter expert in system level committees and reviews with a focus on privacy issues.
Overall, the incumbent in this position will contribute to student achievement and the NNDSB Mission Statement by leading the Board’s Records Management and Privacy and Information Management systems ensuring student records are properly maintained and that protocols for access to those records are clear and understood ensuring student privacy.
Duties and Responsibilities:
Provide leadership and support on privacy matters

Ensure Board compliance with related privacy legislation including the Municipal Freedom of Information and Protection of Privacy Act, (MFIPPA) and the Personal Health Information Protection Act (PHIPPA), and the Personal Information Protection and Electronic Documents Act (PIPEDA)

Implement, monitor and report on an effective privacy management program in alignment with the Board procedure and in relation to assessing and improving board practices and responding to any potential privacy breaches or complaints

Manage all aspects of Freedom of Information Requests including gathering records, applying exemptions to disclosures under the Acts, redacting documents and preparing responses or representations for requests or appeal

Liaise with external bodies including the Information and Privacy Commissioner (IPC) of Ontario’s Office and other external partners as required
Maintenance and Ongoing Review of Records Management System

Provide system leadership related to the records management practices of the Board, inclusive of the maintenance and ongoing review of the Board’s records management system.

Physical organization and storage of current corporate records and archives

Provide effective leadership and direction in relation to the scanning and storage of student transcripts and OSR files from schools
Promote Privacy and Records Management

Provision of staff professional development and orientation in relation to retention responsibilities, retrieval and disposal of records
Education:
-
Two (2) year Post-Secondary Education in Information Management / Informatics, Privacy and Access, and/or Information and Records Management - three (3) year degree is preferred

Technical training or certification in Privacy, Information Management, and Access is considered an asset
Experience:
-
Three (3) years in an organization managing and implementing effective organizational systems and procedures.

Evidence of delivering professional learning
Knowledge/Skill/Ability:
-
Demonstrated knowledge of and experience with both paper and electronic records management systems, including leading practices of the records management life cycle.

Demonstrated knowledge, understanding and application of the Municipal Freedom of Information & Protection of Privacy Act as well as the Personal Health Information Protection Act.

Demonstrated knowledge and understanding of copyright laws

Effective organizational skills, written and oral communication skills, time management skills and record-keeping skills

Strong computer skills with experience in MS Office and electronic records management systems, along with the ability to quickly learn to navigate new programs and software platforms

Experience in the provision of concise and effective professional development tools (presentations, tip sheets, procedural and process documents, responses to individual questions etc)

Evidence of the ability to establish and maintain strong and collaborative working relationships

Ability to effectively monitor and prioritise organizational and ministerial due dates and deadlines, and submit associated reports or responses as required

Demonstrated ability to maintain discretion and confidentiality

Ability to lift up to 50 lbs
