Full job description

Position Summary

Train on and operate the Village’s water distribution system and wastewater collection system.

Principle Duties and Responsibilities after Training:

1. Water Distribution Plants:

Conduct daily, weekly and quarterly sampling in accordance with approval to operate.
Use and monitor SCADA and computerized control systems to regulate automated equipment.
Complete regular water testing, chlorine, pH and turbidity.
Monitor and inspect water system equipment and systems to detect equipment malfunctions and to ensure plant systems are operating normally.
Application of treatment chemicals (sodium hypochlorite and sodium hydroxide), including testing and adjusting of chemical feed rates to ensure that treatment processes meet quality standards.
Instrumentation reading, including but not limited to gauge readings, data entry, mathematical calculations, troubleshooting.
Complete and maintain logs, reports and statistics.
Perform routine preventative maintenance tasks such as cleaning and maintaining equipment, tanks, work areas, water facilities etc.
Perform routine preventative maintenance on water monitoring equipment and chemical feed pumps.
Ensure following safe work practices such as wearing proper PPE.
General housekeeping of facility buildings.

2. Water Distribution:

Repair and maintenance of water distribution systems, including, but not limited to: pressure reducing valves, fire hydrants, street valves, water quality sampling stations, etc.
Conduct water meter readings and repair/replace broken water meters.
Connections and shut offs of water services.
Inspection of new service connections and document installations.
Clean and maintain organization at all well and testing facilities.

3. Wastewater Collection:

Inspection and maintenance of existing manholes, sewer lines and lift stations.
Respond to SCADA alarms for lift stations.
Inspection of new service connections.
Inspection of grease traps quarterly.

4. Other Position Responsibilities:

Operation, maintenance and general care of service truck equipment and tools.
Respond to regular service calls and emergency calls (e.g., water main breaks, SCADA alarms).
Conduct mandated weekend/holiday checks.
Adhere to all Village and Provincial safety/OH&S policies, regulations, guidelines, standard operating procedures and requirements.
Act in a professional manner at all times with the knowledge that work is conducted in a public space and under the public eye.
Be available for overtime and rotational standby duties.
Perform other related duties not specifically mentioned above as directed, according to operational needs.

Skill/Knowledge:

Must have the following skills:

Problem solving and decision-making skills.
Excellent communication and time management skills.
Proficiency using computers (including Microsoft Office)

Beneficial to have:

Knowledge and experience in water distribution/treatment and wastewater collection.
Experience with SCADA software.
Proficiency using hand/power tools and diagnostic equipment, as applicable.

General Capabilities:

Strong work ethic and self-motivated.
Detail oriented.
Ability to think strategically and solve problems independently.
Ability to deal effectively and courteously with staff, outside agencies and the public.
Ability to exercise care and to follow safety procedures.
Ability to understand and follow instructions.
Ability to exert moderate to high levels of physical effort (capable of lifting a maximum of 75lbs) and to work in fatiguing positions (i.e. kneeling, bending, lifting).
Willingness to learn and complete required training courses (including CEUs).
Ability to work well independently with minimal supervision, as well as in a team environment.
Ability to accept responsibility for all actions while employed by the Village, including the reporting of damages and unsafe work practices and completion of incident reports as required.

Working Conditions:

This position spends extended periods of time at distribution facilities and project sites.
This position spends periods of time at a desk and in front of a computer.
This position requires occasional situations of high conflict or stress.

Education or Training:

Must have the following:

High school completion or equivalent education (must be able to read and write).
Valid Class 5 Nova Scotia driver’s license.
Willingness to pass their Level 2 Water Distribution within a reasonable amount of time with the possibility of becoming the ODRC in the future.

· Beneficial to have the following:

Diploma of Environmental Engineering Technology – Water Resources
Nova Scotia Environment Level 1 & 2 Certification in Water Distribution.
Nova Scotia Environment Level 1 Certification in Wastewater Collection.
WHMIS, First Aid, Safe Trenching, Confined Space, Fall Arrest, Transportation of Dangerous Goods (provided by Employer).

Related Experience:

3-5 years of experience in the water distribution/treatment and wastewater collection fields is considered an asset.
Experience in a municipal government setting is considered an asset.
