About the job

The Forensic Investigation Team (FIT) of the Ontario Internal Audit Division, Treasury Board Secretariat is a centralized resource of the Ontario Public Service (OPS) that provides enterprise-wide services in forensic investigation, forensic audit, and digital forensics. This includes proactive fraud prevention, fraud awareness training and consulting services. FIT investigates internal misconduct and serious fraud within or against the government, including supporting Ethics Executives in the investigation of disclosures of wrongdoing pertaining to all public servants as set out in legislation.

In this challenging role, you will:

lead complex investigations and forensic audits of serious fraud, misuse of resources, and ethical misconduct including any other dishonest or corrupt act within or against the OPS
collaborate with a skilled team of investigators, forensic accountants, and digital forensic specialists serving all ministries
brief executives on sensitive issues and prepare briefing materials for investigations and audits
produce high-quality reports following professional standards, procedural fairness, and legal requirements
investigate OPS public servants and contractors, including forensic audits of entities like grant recipients, and consult with various stakeholders

What you bring to the team

Investigative and auditing expertise

You have knowledge of and experience with:

investigations, auditing, governance or oversight-related fields, including judicial processes, rules of evidence, chain of custody and court procedures, and administrative structure, programs and processes
investigative and forensic audit standards, investigative and forensic audit procedures, procedural fairness and investigative interviewing
gathering evidence and interpreting findings by examining available evidence, identifying potential tests for proving theories and providing testimony in court, including investigation and forensic audit planning, and digital forensic data analysis

You have the ability to:

interpret and apply relevant case law, provincial and federal legislation (e.g. Public Service of Ontario Act, Canada Evidence Act, Criminal Code of Canada), collective agreements and other statutes and regulations
ensure that case work meets relevant professional standards (e.g. investigations, auditing)

Communication, interpersonal and consultation skills

You have:

written and oral communication and presentation skills to provide comprehensive reports, complex findings and conclusions to all levels of senior management and provide testimony in judicial proceedings
the ability to work effectively in a team environment and collaborate with internal and external partners
consultation skills to lead and direct consultant firms and collaborate with law enforcement and anti-fraud agencies
superior judgment, tact and diplomacy to conduct interviews and deal with sensitive situations

Analytical, research and technology skills

You can:

conduct complex investigations and forensic audits
assess the relevance of information, synthesize large sets of data and information from multiple sources, correlate evidence and develop findings and conclusions
apply your knowledge of computer applications for word processing, spreadsheets and presentations, as well as knowledge of computer-assisted audit or investigation techniques

Project management and leadership skills

You can:

provide advice and expertise on a range of technical investigative/forensic audit/legal issues to senior management and executives
provide direction to work groups and deal with conflicting demands, ensuring investigations and forensic audits are on target and on budget
balance multiple investigations and forensic audits, prioritize investigations and develop plans that will yield timely, responsible, informed and useful information
