The Geospatial Program Manager is responsible for directing the overall Geospatial program. This role provides direct oversight and guidance to Geospatial Supervisors (who in turn manage Geospatial Project Coordinators, Geospatial Technicians, Geospatial Developers, and Geospatial Support Specialists). A primary focus of this role is supporting business growth, acquiring new clients, and leading consulting initiatives to expand the team’s portfolio of work. The Program Manager helps shape and implement the strategic vision for enterprise solutions and product lines, ensuring that project execution, operational scaling, and financial health align with organizational goals.
GENERAL DUTIES
Business Development & Strategic Growth
- Support and drive business development and consulting growth initiatives by analyzing client needs, identifying market trends, and designing the right GIS solutions to acquire new business.
- Lead or contribute to the creation of complex project plans and proposals, translating customer pain points into functional, monetizable requirements.
- Represent the organization at industry events and site meetings with customers or third parties as required to maintain and leverage strong professional relationships.
- Support the strategic vision and scaling of proprietary product portfolios (such as the 1View.Works portfolio), guiding future product lines and iterations to generate long-term value.
Program Leadership & Team Management
- Directly manage, mentor, and evaluate the performance of the Geospatial Supervisors.
- Review and provide final sign-off on recruitment business cases and Intent to Hire forms submitted by the Supervisors for new or replacement team members including the final approval of hires after preliminary candidate selection has been completed.
- Foster a collaborative environment, ensuring cohesive alignment across all vertical teams (Geospatial Technicians, Geospatial Developers/Support, and Geospatial Project Coordination) to turn diverse feedback into a single, cohesive project vision.
- Enter accurate timecards at the end of every day.
- Apply established change management processes and project management methodologies to guide the team through scaling operations as project volumes and client expectations grow.
Program Operations & Financial Oversight
- Oversee program-level financial health, partnering with the Project Manager and Supervisors to drive resource efficiency, monitor overall spend, and ensure accurate client invoicing across all portfolios.
- Provide dedicated oversight for multi-year mandates, ensuring the broader team consistently meets regulatory and stakeholder milestones.
- Ensure “business-as-usual” solution evolution remains stable across the program while proactively mitigating risks, identifying change impacts, and developing contingency plans for operational changes.
Governance & Technical Strategy
- Effectively lead stakeholder governance, encompassing communications, expectation management, and transparent program reporting.
- Guide the overarching Enterprise Geospatial Roadmap for Planview USL, ensuring that the architecture, data governance, and methodologies applied by the Supervisors and Project Manager align with corporate goals and industry best practices.
Qualifications
- Education: University degree or College Diploma in GIS (Geographical Information Systems), Geomatics, Data Management, Information Systems, or a related discipline.
- Experience: 8+ years of progressive experience in the Geospatial industry, with a strong background in program management, providing geospatial solutions, and managing geospatial data.
- Leadership: Proven track record of managing direct reports (Supervisors/Project Coordinators) and overseeing multi-disciplinary technical teams.
- Business Development: Demonstrated success in technical sales, acquiring new business, and writing comprehensive proposals.
- Certifications: PMP (Project Management Professional) certification is strongly preferred.
- Technical Expertise: Advanced understanding of spatial analysis, enterprise architecture, and the Esri suite of products (ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise).
- Competencies: Exceptional communication, strategic thinking, financial acumen, and stakeholder management skills. Proven track record of delivering measurable outcomes (e.g., improved efficiency or user adoption) rather than just project outputs.
- This role offers a hybrid work arrangement, may require regular reporting to one of our office locations across Ontario.
Working Conditions
- Reporting: Reports directly to the Geospatial Director.
- Standard Work Hours: Monday to Friday, 8:30 AM – 5:00 PM, 30-minute unpaid lunch break. Flexible work hours may be arranged with Sr. VP approval.
- Location: Hybrid Position. Primary Office Location: Vaughan.
Annual Compensation Range: $90,000 – $120,000 CAD
Individual pay is determined based on several factors, education, experience, unique skills and job conditions. Other considerations may include certifications, specialized training, and the complexity or scope of the role.
