Ledcor is looking for a Lands & Properties Manager who will lead the planning and execution of land access and permitting for complex infrastructure projects, ensuring construction teams have what they need, when they need it.
Working closely with internal teams, clients, and property owners, you will be focusing on securing easements, permits, and access while keeping timelines on track and navigating regulatory requirements. It’s a highly collaborative position that blends stakeholder engagement, problem-solving, and strong coordination to keep projects moving efficiently from start to finish.

Essential Responsibilities:
- Manage the lands and properties acquisition, retention and release process in anticipation and support of the Construction Schedule and Activities.
- Coordinate with the Design and Construction teams for lands and properties requirements necessary for temporary design, construction means and methods and construction access requirements.
- Manage and leverage internal and Client’s resources to achieve the required scope of work within required timelines
- Manage the application process, tracking and resolutions of comments for all documentation required for the acquisition and retention of permanent and temporary easements, PTEs (permits to enter), PTECs (permits to enter and construct) and any other document required for BCP to access and utilize land
- Engage with all internal and external stakeholders (BCP Design and Construction Teams, Metrolinx, CPKC and Stantec), Authorities having Jurisdiction (AHJs) (CLOCA, MECP, MTO, City of Oshawa, Region of Durham, City of Clarington) to proactively resolve all queries and comments related to the project’s Lands and Properties Management
- Coordinate with internal and Metrolinx Lands and Properties Working Group including minute taking and invitations
- Engagement with Property owners (residential, commercial and institutional) to negotiate property access and permits, including tracking and finding unreachable owners.
- Prepare reports and presentations for Senior Management as required
- Managing and maintaining the Lands and Properties register to give the project team an oversight into upcoming and expected lands transactions, including all requirements to be fulfilled by BCP for the release of temporary easements.
- Coordinate with team members from different design and construction disciplines to incorporate necessary input for each permit in a timely manner. This shall include but not limited to meetings with the designers and the technical department discipline managers
- Track document submittals, alerting team members of risks related to reports and plans due dates required by contracting authority and coordinate a non-conformance report with team members on extensions needed on plans and reports
- Coordinate and manage Permit to Enter requirements for all lands and properties required for construction
Qualifications:
- Bachelor or Master degree in Civil Engineering, Property Management or related discipline is preferred
- 10 to 15 years of experience with land and properties, permitting, licensing and approvals procedures associated with major transportation infrastructure design and construction, located primarily on a public right-of-way
- Ability to analyze and supervise the drafting of property plates and land related technical documentation
- Ability to understand and interpret requirements and responsibilities articulated within project-related agreements related to Lands and Properties
- Excellent working knowledge of MS Office, SharePoint, Aconex, Primavera P6 and Bluebeam. Knowledge of GIS software is a plus.
- Excellent interpersonal and communication skills
- Ability to work in a team and lead people to achieve and exceed project objectives
- Able to perform in a fast-paced environment

- This is a site based position in Oshawa, ON
Compensation
$114,750.00 - $153,000.00
This is the expected base pay range for this role. Individual base pay will be determined based on a variety of factors including experience, knowledge, skills, education and location.
