The Professional Institute of the Public Service of Canada (PIPSC), a national union representing over 80,000 professionals and scientists across Canada, is seeking a bilingual Negotiator to join our team at our National Office in Ottawa.

What can I expect to do in this role?
Under the direction of the Director, Collective Bargaining & Compensation and reporting to the Manager, Collective Bargaining, the Negotiator is responsible for performing labour relations functions related to collective bargaining.
Primary responsibilities:
- Plan, develop and implement negotiation objectives, proposals, strategies, essential services objectives, and exclusions and designations proposals with group executives and bargaining committees. Facilitate effective functioning of bargaining teams and bargaining processes. Oversee and monitor ratification votes.
- Represent the Institute as Spokesperson and coordinator at negotiations, conciliation, mediation, arbitration, strike, organization, exclusions and designations, and mobilization activities. Prepare and serve contract proposals on the employer.
- Provide advice, guidance, information, and reports to the Section Head and internal and external clients on topics pertaining to collective bargaining and labour relations.
- Liaise with groups and group executives on bargaining and related matters.
- Prepare and sign memoranda, agreements, and other contractual instruments.
- Advise on the interpretation and administration of collective agreements. Review and analyze collective agreement language for adequacy, restrictiveness, and history of complaints. Ensure that collective agreements and arbitral awards are properly executed and implemented.
- Work with different Sections of the Institute to ensure the coordination of information and its consistency with the bargaining strategy.
- As required, represent the Institute and provide expertise at group executive and other group meetings. Conduct workshops, presentations, and training to constituent bodies as required.
- Prepare and present submissions for conciliation and arbitration.
- Participate in multi-disciplinary teams assigned to special projects and work collaboratively with employees in other sections.
- May be requested to undertake other related duties on a periodic basis.
Knowledge and Experience Requirements
Education / Experience:
- Completion of a university degree, or equivalent, in labour relations or a related discipline
- Three (3) to five (5) years recent experience as a collective bargaining spokesperson or representational services, or
- An equivalent combination of education and experience.
Language requirement:
- Fluently bilingual in both French and English is required
Skills and experience required:
- A thorough knowledge of the authorities governing employer / employee relations in the federal public service of Canada and other jurisdictions in which Institute members are employed, particularly as legislation relates to collective bargaining
- Knowledge of collective bargaining and representational services to members.
- Experience organizing, developing, and conducting collective bargaining negotiations meetings with the Employer on behalf of Institute Groups
- Experience formulating bargaining strategies, including legal action, and provide related advice to bargaining teams and members
- Experience interpreting arbitral awards, and articles and clauses contained in collective agreements
- Experience effectively communicating, orally and in writing, and preparing and presenting briefs, reports, newsletters, and correspondence on a wide range of subjects related to collective bargaining
- Experience collaborating with regional officers undertaking negotiation functions.
- Knowledge of sources of pay and benefits data
Compensation Package
- Salary Range: $111,108 to $138.884 (G7)
- Group Benefits: Health, Dental
- Vacation: 4 weeks per year, plus other generous paid leave
- Paid Time Off: December 27th to 31st
Note
Preference will be given in accordance with the provisions of the Collective Agreement for the IAM Local 3011 bargaining unit.
