Purpose of your Position - Non Union

The Manager, Commercial Development is responsible for identifying, marketing, and progressing commercial development opportunities as well as identifying and attracting commercial developers, managing the engagement process, negotiating commercial interest and intent, and developing and maintaining airport tenant and developer relationships.

This position plans, coordinates and leads all commercial related initiatives intended to generate and grow aeronautical and non-aeronautical revenues in the areas of commercial, retail, and light industrial developments.

Commercial Development Opportunity Generation and Management:

Create, develop and manage non-aeronautical revenue streams through commercial development, including the preparation and execution of related agreements
Recommend methods of optimizing, non-aeronautical and commercial development revenue streams
Directly evaluate opportunities, lead negotiations, and engage with stakeholders towards securing commercial development executed leases on Airport
Act as liaison between tenants, developers, and the Airport in order to optimize revenue and commercial opportunities

Strategic Initiatives:

Develop strategic marketing initiatives through the implementation of an annual commercial development plan
Provide strategic direction for the management of existing airport commercial tenants as well as strategies to attract complimentary tenants and required services to grow the airport’s non-aeronautical business
Research both regional and global trends and provide the senior management team with recommendations on strategies to target current and future high growth industry sectors
Provide commercial development input for future Airport Master Plans and Airport Strategic Planning

YLW Opportunity Development and Engagement:

Coordinate the development of market sounding initiatives, both general and targeted, to communicate current and future commercial opportunities, ensuring the highest and best use of airport lands are realized
Manage relationships and negotiations with future tenants. Lead the process of commercial development negotiations from inception through to the execution of the lease documents
Analyze key stakeholder requirements and look for development opportunities and identify associated risks. Design processes to capture and manage commercial development opportunities
Build and maintain relationships with internal and external developers and commercial industry stakeholders

YLW Tenant Relationship Management:

Manage YLW tenant and developer relations and work in partnership with other airport departments to secure sub tenants and related revenue opportunities to ensure the success of new and existing commercial businesses
Develop and manage the Airport’s tenant relationship program
Identify, advance, and build relationships with key internal and external stakeholders
Design and implement processes to capture potential commercial tenants. Create strong relationships within industry groups and organizations

YLW Brand Management:

Ensure the branding of the Airport is consistent with corporate policy and meets the Airport’s business objectives
Support the Airport’s branding program, where appropriate within the commercial development portfolio
Provide oversight to the Airport’s tenants requirements and future developments relevant to the Airports’ desired outcomes and Master Plan
Develop and promote commercial opportunities for investments and partnerships

Qualifications:

Bachelor’s degree in business administration, real estate, urban planning, economics, or a related field. An equivalent combination of education and experience may be considered.
Minimum five (5) years of directly related experience in commercial development, real estate, leasing, or business development, preferably in a public sector, airport, or transportation environment.
Proven experience managing commercial contracts, leases, or vendor relationships.

Preferred Qualifications

Certification or coursework in real estate management, property development, or commercial leasing.
Experience with public-private partnerships (P3s) or development agreements in a municipal or airport setting.

Other Requirements:

Must be eligible to work in Canada.
Must be able to obtain and maintain Transportation Secret Security Clearance (TSC) from Transport Canada as a condition of employment.
Must be willing to work outside normal work schedule to meet operational requirements, including nights, weekends, and holidays.
Ability to travel to various locations across the region as required. Ability to travel occasionally to domestic or international meetings and conferences as required.

Knowledge:

Knowledge of airport commercial operations, including land use planning and passenger-focused retail environments.
Knowledge of commercial leasing, real estate development, and property management in a public or airport setting.
Understanding of non-aeronautical revenue streams such as retail, food and beverage, advertising, and parking.
Familiarity with economic development practices and municipal land use planning, zoning and permitting processes.
Strong knowledge of contract negotiation, development agreements, and lease administration.
Familiarity with Airport and City of Kelowna values and ability to support an ethical, supportive, and respectful workplace culture that champions equity, diversity, and inclusion.

Skills & Abilities - Non Union

Skills and Abilities:

Ability to conduct market research, feasibility analysis, and financial modeling to support revenue opportunities.
Skilled in business development, including identifying and cultivating new commercial partnerships.
Excellent written and verbal communication skills for preparing proposals, reports, and presentations.
Project management skills to oversee tenant fit-outs, development projects, and commercial initiatives from concept to completion.
Strong analytical and critical thinking skills to support informed decision-making and long-term planning.
Ability to work independently and collaboratively in a fast-paced, regulated environment.
Knowledge of relevant regulatory frameworks, including airport security requirements and federal land lease guidelines.
Ability to interpret and apply financial documents, contracts, and commercial terms.
Flexibility to attend site visits, stakeholder meetings, or respond to tenant needs outside standard business hours.
Ability to develop and maintain positive and effective working relationships with employees and a wide network of internal and external stakeholders
Ability to use a variety of information technologies and standard office and operation-specific software applications
High level of integrity and ethical conduct, with a commitment to maintaining the highest standards of safety and compliance
Ability to maintain confidentiality on all sensitive matters and to deal tactfully and effectively with elected officials, staff and management, media, and members of the public

The annual salary for this position ranges from $126,000 to $147,000, depending on qualifications and experience. Most candidates can expect to start in the lower to mid-range of this scale, with opportunities for salary growth based on performance and tenure. This is an exempt position that offers a competitive salary, employer-paid comprehensive benefits package, an earned day off program, paid vacation and one of Canada’s top pension plans.
