About Global Dominion:
Global Dominion is a multinational engineering and services company present in over 30 countries. We deliver efficient, tech-enabled solutions in industrial, infrastructure, and energy sectors. In North America, we are expanding rapidly through strategic projects in both the U.S. and Canada, and we are building strong support functions to match this growth.
Position Summary:
Global Dominion is seeking an experienced Human Resources Manager to serve as our sole HR practitioner, providing strategic and hands-on HR leadership across our multi-province Canadian workforce. Reporting to the CFO, you will own the full employee lifecycle — recruitment through offboarding — and ensure compliance across every jurisdiction in which we operate. This is a high-autonomy role ideal for a generalist who is equally comfortable drafting policy, coaching managers, and rolling up their sleeves on day-to-day operations.
Key Responsibilities:
Talent Acquisition & Onboarding
- Lead full-cycle recruitment across provinces, from intake through offer and reference checks
- Design and deliver structured onboarding tailored to each employee's province of work
- Build and maintain employer brand, sourcing channels, and a candidate pipeline
Employee Relations & Performance
- Act as the primary point of contact for employee questions, concerns, and conflict resolution
- Coach managers through performance conversations, progressive discipline, and terminations
- Conduct workplace investigations (harassment, discrimination, policy violations) with discretion
Multi-Provincial Compliance
- Maintain compliance with provincial employment standards (e.g., Ontario ESA, BC ESA, Quebec Act respecting labour standards / CNESST, Alberta Employment Standards Code, etc.)
- Ensure adherence to provincial human rights codes and the Canadian Human Rights Act where applicable
- Administer workers' compensation across jurisdictions (WSIB, WorkSafeBC, CNESST, WCB Alberta, and others)
- Maintain compliance with privacy legislation: PIPEDA, Quebec Law 25, Alberta PIPA, BC PIPA
- Support pay transparency, pay equity, and accessibility obligations (AODA, Accessible Canada Act, provincial equivalents) where they apply
- Maintain province-specific addenda to the employee handbook and update for legislative changes
Total Rewards & Leaves
- Administer group benefits and group RRSP / DPSP programs; act as primary liaison with brokers and carriers
- Coordinate with payroll provider to ensure timely, accurate processing across provinces
- Manage all leaves of absence (maternity/parental, sick, statutory, accommodation, disability)
- Conduct market compensation reviews and recommend salary structures and increases
Policy, Culture & Engagement
- Own the employee handbook and HR policy suite, including province-specific provisions
- Lead engagement initiatives, pulse surveys, and recognition programs
HR Operations
- Maintain HRIS, personnel files, and HR documentation in line with retention requirements
- Produce HR metrics and headcount reporting for leadership
- Manage offboarding and terminations
- Prepare union remittance reports for organized labor reporting
Qualifications:
- Bachelor's degree in Human Resources, Business Administration, or related field.
- 3–5 years of experience in HR and administrative roles, preferably in a multinational or project-based environment.
- Proven experience supporting recruitment and HR operations in both the U.S. and Canada is strongly preferred.
- Knowledge of Canadian and U.S. labor laws and HR compliance practices.
- Strong organizational and interpersonal skills; able to work independently with remote and cross-functional teams.
- Proficiency in Microsoft Office
- Bilingual in English and French or Spanish is a strong asset.
