Assistant Treasurer and Assistant Director of the Finance Department

About the Position

Reporting to the Treasurer and Director of the Finance Department , the Assistant Treasurer and Assistant Director of the Finance Department is responsible for the day-to-day management of the Municipality's accounting and financial operations. This position serves as the Municipality's senior accounting professional, ensuring accurate financial reporting, effective internal controls, regulatory compliance, and efficient financial processes.

Working closely with the Treasurer, the Assistant Treasurer oversees accounting operations, budget support, financial reporting, taxation, accounts payable, accounts receivable, payroll oversight, treasury functions, and the annual audit. The incumbent provides operational leadership to the Finance Department and acts on behalf of the Treasurer when delegated.

Work Schedule

35 hours per week
Monday to Friday, 8:30 a.m. to 4:30 p.m.

Key Responsibilities

Accounting and Financial Operations

Manage the Municipality's daily accounting operations.
Oversee the General Ledger and ensure the accuracy and integrity of financial records.
Review and approve journal entries, reconciliations, and month-end and year-end closing activities.
Supervise accounts payable, accounts receivable, taxation, utility billing, and cash receipting functions.
Ensure timely bank reconciliations and cash balancing.
Monitor cash flow and assist with investment activities.
Ensure compliance with Public Sector Accounting Standards (PSAS).
Maintain fixed asset and capital asset accounting records.
Develop and maintain effective internal controls.
Identify accounting issues and recommend solutions.
Assist in the development and implementation of financial systems and processes.

Financial Reporting

Prepare quarterly financial reports and statements.
Prepare working papers and supporting schedules for the annual audit.
Coordinate the annual external audit.
Prepare financial analyses and variance reports.
Assist with the preparation of year-end financial statements.

Budget and Financial Planning

Assist in the preparation of the annual operating and capital budgets.
Monitor departmental budgets and expenditures.
Prepare budget variance analyses.
Support departments by providing financial information, forecasting, and budget guidance.

Municipal Revenue

Oversee taxation and utility billing operations.
Ensure accurate tax billing and collection processes.
Administer tax adjustments and tax arrears procedures.
Monitor and reconcile other municipal revenue sources, including grants.

Leadership

Supervise Finance Department staff.
Assist in developing and implementing departmental procedures.
Promote continuous improvement and excellence in customer service.
Provide coaching, guidance, and support to staff members.

Acting Treasurer

Act on behalf of the Treasurer during absences or when delegated.
Provide support to Council meetings, committees, and presentations as required.
Assist in the development of financial policies, procedures, and reports.

Required Qualifications, Skills and Knowledge

Education and Experience

Bachelor's degree in Accounting, Finance, Business Administration, or a related discipline.
CPA designation is considered an asset.
Minimum of five (5) years of progressively responsible experience in a senior accounting role.
Advanced knowledge of accounting principles, financial reporting, budgeting, internal controls, and audit processes.
Experience with Public Sector Accounting Standards (PSAS) and municipal legislation is considered an asset.
Strong written and verbal communication skills in both French and English.
Experience with financial systems, enterprise resource planning (ERP) software, and reporting tools.
Strong analytical, organizational, and problem-solving skills.

Note
