The position of Property Specialists leads the Government of PEI and the various Crown Corporations in the acquisition, management, sale and/or lease of property, rights of way and other property interests. The position of Property Specialist is a multifaceted professional role that requires advanced coordination, analytical acumen, legal awareness, project management capacity and stakeholder engagement.
Duties will include but are not limited to:
- Act as a project manager or work package manager for capital projects and/or infrastructure projects, as well as the acquisition, management, sale and/or lease of property, rights of way and other property interests by: developing and coordinating property purchase and/or sale strategies, valuation analysis, organizing and coordination of stakeholders to facilitate negotiations and preparation of agreements.
- Managing project tasks, scope and risk; providing direction and instructions to legal staff for the preparation of real estate agreements and/or documentation required to complete the projects objectives.
- Provide technical expertise to senior staff in identifying need, gathering information, drafting, consulting and reviewing policies and procedures associated with acquisition, disposal, lease, license and management of the real property interests of the province.
- Provide information and recommendations in development of policies and procedures for the acquisition, disposal, lease, license and management of the real property interests of the province.
- Identify and facilitate collaborative solutions when acquisitions, disposals, or property management practices are compromised due to policy, procedures, regulations, by-laws, or legislation.
- Maintain comprehensive technical and administrative files for multiple projects including property records, progress updates, correspondence with clients/stakeholders, internal communications, research findings, invoices, etc.
- Prepare reports, internal briefing notes, correspondence and Cabinet and Treasury Board Memorandums.
- Coordinate and engage with other provincial departments or agencies to assist them in identifying their property/land related needs.
- Negotiate with landowners to acquire property rights required for Capital Projects/infrastructure projects and properties identified for resource purposes or on behalf of other provincial departments or Crown Corporations.
- Negotiate commercial and agricultural leases, license agreements, easements and right of ways.
- Manage communications with clients, stakeholders, lawyer, appraisers, engineers and government officials, including handling conflict resolution in sensitive or high-tension situations.
- Develop, issue and manage tender packages including scope of work and compliance standards.
- Other related duties as required
Minimum Qualifications:
- Must have a bachelor’s degree (Public Admin, Law etc.) or diploma from a recognized post-secondary institution with experience in property appraisals, property law, project management or related field work.
- Must be a member in good standing with either the International Right of Way Association (IRWA) or the Appraisal Institute of Canada (AIC) and hold the professional designation SR/WA from the IRWA or the professional designation Canadian Residential Appraiser (CRA) from the AIC and experience related to acquisition, disposal, lease, license or management of real property on behalf of an employer or client.
- Note: applicants who are members in good standing with either the Appraisal Institute of Canada (AIC) or the International Right of Way Association (IRWA) and have obtained their professional designation as granted by either the AIC or IRWA prior to the prerequisite of a degree, and have recent related experience OR applicants who are working toward, or willing to work toward, their professional designation from either the AIC or IRWA and have extensive related work experience may also be considered.
- Demonstrated equivalencies will be considered.
- Proficiency in interpreting surveys and appraisals, and a high accuracy in reviewing legal property descriptions and records.
- Strong data analysis and critical thinking skills.
- Must have strong communication skills, both oral and written, as well as good communication and interpersonal skills.
- Must be able to work independently and manage numerous high-priority projects, under deadline, in a heavy workload environment.
- Must have good organizational skills and the ability to manage a broad range of files is essential.
- Preferred to have knowledge and familiarity with Provincial Acts, Statutes, and Regulations, (i.e., Public Works Act, Roads Act, Lands Protection Act, Planning Act, etc.).
- A proven ability to develop good working relations with other departments, external organizations/agencies and the public.
- Considerable experience with computer software – Word, Excel, Outlook, Teams, etc.
- Must have a good previous work and attendance record.
- The successful incumbent must provide a current and satisfactory Criminal Records Check, prior to employment.
- Access to reliable transportation is essential.
Other Qualifications:
- A good working knowledge of property law, title searching and computer/typing skills would be considered assets.
- Preference will be given to applicants with Appraisal experience.
- Proficient in languages in addition to English would be considered an asset.
- Additional relevant education and experience will be considered an asset.
- Experience with GIS and mapping software would be an asset.
