The Senior Database Administrator's role is to direct, evaluate, review, and coordinate database resources and services across government while ensuring high levels of data quality. This position is also responsible for developing, implementing, and overseeing database policies and procedures to ensure the integrity and availability of databases and their accompanying software. Where required, the Database Administrator will design, install, monitor, maintain, and performance tune production databases.
This position is expected to provide leadership and mentorship in database management systems and best practices to IT staff in government. The Senior Database Administrator will provide technical support and ongoing systems administration by maintaining up-to-date knowledge of database software supplied by manufactures, monitoring key system performance indicators, planning and providing a stable production environment. The position will act as a database administrator by providing standard systems management services for different database technologies.
This role ensures that the work of the Data Services adds value, is relevant to the ITSS Strategic Plan. This position requires collaboration with ITSS divisions, client departments, external agencies and the vendor community to foster ongoing positive relationships and outcomes.
Duties will include but are not limited to:
- Develop and administer strategies for the control and sharing of government database resources and services;
- Ensure the stability and reliability of data access and data quality across the organization via ongoing database support and maintenance;
- Diagnose, identify and resolve database problems with a wide variety of database platforms;
- Assist Enterprise Systems staff to analyze user requirements for reports, forms, queries. and data extraction and develop and deploy end-user practices and tools for data extraction, queries, and data manipulation in accordance with business processes;
- Providing advice to ITSS management as required;
- Acting as a liaison with other government IT staff to develop/foster working relationships and promote industry standard practices;
- Participating in various working groups to provide information and guidance relating to the database management systems;
- Conduct research and make recommendations on database products, services, protocols, and standards in support of procurement and development efforts;
- Act as a leader and advocate of Application Server support;
- Mentor and/or provide leadership to junior staff members;
- Assists in the development of policies and procedures;
Minimum Qualifications:
- Applicants must have a university degree or college diploma with major IT course work;
- Experience in the IT industry;
- Experience data management and data processing flowcharting techniques;
- Experience with database tuning and troubleshooting;
- Experience designing, building, installing, configuring, and supporting database servers including Oracle, MS SQL, DB2, and Sybase;
- Ability to assess and analyses client requests and propose effective solutions;
- Knowledge in SQL programming, analytical, and scripting skills;
- Knowledge in business analysis, IT strategies, high-level system architecture and system methodologies;
- Knowledge of database structures, theories, principles, and practices;
- Some experience with complex issue management, problem solving, innovative solution generation and root cause analysis;
- Ability to write technical specifications and IT standards;
- Some experience and knowledge of change management principles and methodologies;
- Ability to continuously learn new technologies and tools;
- Be a team player, able to work with and through others, be self-directed and work independently;
- Ability to promote collaboration skills;
- Ability to write and prepare memos, reports and documentation;
- Ability to communicate effectively both orally and in writing;
- Effective interpersonal skills, judgement, dependability, and reliability;
- Professionalism - desire to keep abreast of trends and developments; and
- A good previous work and attendance record is required.
