Cost Manager
We’re partnering with a leading organization delivering a large, multi‑phase project and are seeking an experienced Cost Manager to join the Project Controls team. This is a fixed‑term contract role supporting a technically demanding, fast‑moving construction environment with significant mechanical, electrical, civil, and structural interfaces.
The ideal candidate brings deep experience in cost management for industrial or infrastructure projects, thrives in complex project settings, and enjoys leading teams, improving processes, and driving financial accuracy across multiple work packages.
This is a 12‑month fixed‑term contract working on‑site in Regina, supporting a complex, multi‑discipline project with significant mechanical, electrical, civil, and structural components.
This position will operate on a 14 days on / 7 days off rotation. There is no camp accommodation, so candidates will need to secure their own rental or hotel during their on‑site rotation.
Local candidates are preferred, but we will also consider strong applicants from across Canada who bring the right depth of experience.
Role Overview
As the Cost Manager, you will oversee all cost control functions across the project lifecycle including budgeting, forecasting, reporting, financial analysis, and governance. You’ll work closely with project managers, estimators, engineering teams, and senior leadership to ensure financial discipline, transparency, and alignment with project objectives.
This role is well‑suited for someone who enjoys building structure in high‑complexity environments and leading a team of project controls professionals.
Key Responsibilities
Cost Control Leadership
- Develop and maintain standardized cost control systems, procedures, and reporting frameworks.
- Ensure consistency in cost methodologies across multiple scopes and project teams.
- Monitor budgets, commitments, expenditures, and cash flow to support accurate financial tracking.
Financial Analysis & Reporting
- Oversee preparation of cost reports, forecasts, and variance analysis.
- Provide strategic financial insights to support decision‑making and performance improvement.
- Validate cost data and financial updates submitted by project controls personnel.
- Support internal reporting cycles, including quarterly financial reviews.
Team Management & Stakeholder Coordination
- Lead and mentor a team of project controls professionals across various scopes.
- Foster a collaborative, high‑performance environment focused on accuracy and continuous improvement.
- Interface with internal stakeholders to ensure timely delivery of cost‑related reporting and project reviews.
Project Setup & Governance
- Work with project managers and estimators during initiation to establish budgets, cost codes, WBS structures, and reporting requirements.
- Oversee setup of project management systems to ensure alignment with estimates and contractual requirements.
- Participate in audits and compliance reviews to ensure adherence to internal processes.
Process Optimization
- Identify opportunities to streamline cost control workflows and enhance reporting accuracy.
- Implement best practices and stay current with industry trends, tools, and methodologies.
Qualifications:
- Bachelor’s degree in Engineering, Construction Management, Finance, or a related field.
- 10+ years of experience in project cost management within industrial, infrastructure, or large‑scale construction environments.
- Experience supporting major capital projects or EPC‑style delivery models is an asset.
- Strong proficiency with cost control software and project management tools (e.g., Primavera, Procore, InEight, 4castplus, or similar).
- Advanced understanding of cost engineering principles, budgeting, commitments, and Earned Value Management.
- Ability to interpret estimates and convert them into structured project budgets.
- Strong analytical skills with the ability to interpret complex financial data.
- Excellent communication and leadership skills, with experience guiding multidisciplinary teams.
- Proficiency with Microsoft Excel and Power BI; AACEI certification considered an asset.
