We're working with CMHA Shuswap‑Revelstoke to find a Human Resources (HR) Manager.

Job Posting:

CMHA Shuswap‑Revelstoke is a trusted, community‑focused mental health organization dedicated to improving the well‑being of individuals and families across the region. With more than 30 years of local service, the organization delivers accessible programs, advocacy, and supports that promote mental wellness.

Reporting to the Executive Director, the Human Resources (HR) Manager plays a key role in supporting CMHA’s people strategy by providing expert guidance, coaching, and hands-on HR support to managers and employees. This position delivers several centralized HR functions, including employee relations, collective agreement interpretation, policy administration, recruitment, performance management, and compliance, while building strong relationships across the organization. The HR Manager is a trusted advisor who helps leaders navigate day-to-day people issues, promotes consistent and fair HR practices, and contributes to a positive, engaged, and equitable workplace culture. The HR Manager is responsible for working collaboratively with the ED on labour relations issues, and for building and maintaining strong partnerships with the union and the employer’s association.

Key Responsibilities

HR Administration

Manages and coordinates all employee records, correspondence, documentation and databases, ensuring accuracy, privacy and confidentiality.
Provides trusted advice to employees and managers related to policies, collective agreement interpretation and a broad range of HR functions.
Maintains and revises employee policies and handbooks, and supports implementation, communication and annual sign-off to ensure compliance.
Manages and collaboratively administers organization-wide HR programs and workflows such as recruitment, onboarding, orientation, health and wellness, and employee relations.
Manages benefit administration and communication, including new enrollments, documentation, policies, forms, and processes, in alignment with the carrier and collective agreement.
Manages pension administration, including new enrollments, pension eligibility determination, diarizing trigger dates, and acting as a liaison between CMHA and the pension provider.
Oversees all WorkSafe BC related matters for staff, including managing claims, coordinating leaves of absence, and ensuring timely and accurate documentation. Acts as the primary liaison between employees, managers, and the disability management provider.
Serves as the main resource for BC Employment Standards Act (ESA) inquiries and collective agreement interpretation, working collaboratively with the union and HEABC.

Manager and Program Support

Works collaboratively to lead HR processes involving complaints, investigations, and conflict resolution.
Provides guidance and support on performance management and discipline, and tracks key trigger dates in the performance management cycle.
Provides guidance and a structured approach to support internal communication, team development, and employee issues.
Supports managers with onboarding, coaching, probationary reviews and development planning.
Monitors and tracks training and development accomplishments and trigger dates, and works with the management team to identify training needs and develop professional development plans. Coordinates individual, team, and organization-wide training activities.

Recruitment and Onboarding

Leads full‑cycle recruitment for all internal and external positions, including job postings, screening, interviewing, and reference checking.
Supports immigrant and new Canadian workers through required documentation and work authorization processes. Acts as the primary liaison with RCIP and other immigration resources.
Works with program managers to develop and maintain onboarding processes that support employee success and retention.
Collaboratively coordinates orientation activities to ensure that new hires receive appropriate training and orientation.

Occupational Health and Safety

Collaboratively manages the Occupational Health and Safety program, ensuring compliance with WorkSafeBC regulations and internal policies.
Manages incident reporting and investigation processes, ensuring timely documentation and follow-up to prevent recurrence.
Works with managers to support safety training and education for all staff, including orientation, annual refreshers and role-specific safety requirements.
Chairs OHS committee meetings, ensuring effective communication, documentation, and follow-through.

Required Qualifications

Diploma or degree in Human Resources, Business Administration, or a related field.
CPHR designation
5+ years of progressive HR generalist experience, preferably in a union environment.
Strong knowledge of employment legislation, collective agreements, and HR best practices
Superior communication skills.
Demonstrated ability to handle complex employee relations matters.
Excellent interpersonal and conflict-resolution skills.
Ability to handle sensitive information with discretion and professionalism.
Strong organizational and time management abilities.
Experience with HRIS systems and strong proficiency in MS Office.

This union-exempt position is performed primarily in an office environment, on-site. Travel to CMHA Shuswap-Revelstoke work sites from time to time is required.

This position is anticipated to be 30-37.5 hours per week, during regular administration hours Monday – Friday, 8:30 am – 4:30 pm. Flexibility may be required during special events or deadlines.

As part of the management team, the HR Manager supports the on-call program and provides after-hours phone coverage on a rotational basis.

The salary range for this role is $80,000 – $85,000. Compensation will be commensurate with education and relevant experience. A comprehensive benefit package is provided.

This role will remain open until it has been filled, and the first resume review will take place on September 21, 2026.
