POSITION TITLE: Full-Time Information Technology Manager
SALARY RANGE: Job Class 10 - $99,869.120 - $108,363.680 (2026 Senior Officers' Association Rates)

POSITION SUMMARY
Under the direction of the Inspector, Support Services, the Information Technology Manager is responsible for the planning, administration, security, operation, and continuous improvement of the Sault Ste. Marie Police Service’s information technology systems and services. The Information Technology Manager oversees the daily operations of the IT function, provides leadership and technical direction to IT personnel, and ensures reliable, secure, and effective technology services that support organizational and operational objectives.
The incumbent acts as a key advisor to Senior Command on technology matters and is responsible for infrastructure management, cybersecurity, project delivery, budgeting, procurement, vendor relations, user support, and technology planning.
EQUIPMENT USED
Personal computers, servers, storage systems, network infrastructure equipment, mobile devices, telecommunications and radio systems, cybersecurity appliances, cloud services, databases, audio/video systems, printers, photocopiers, and related office equipment.
MINIMUM QUALIFICATIONS
The Sault Ste. Marie Police Service is seeking a pro-active, pragmatic professional with a post-secondary degree or diploma in Computer Science, Information Technology, Computer Programming or a related field, combined with progressively responsible experience in information technology operations, infrastructure management, cybersecurity, enterprise applications, budgeting, project management, and staff supervision.
Demonstrated knowledge of:
- Microsoft 365 (including Exchange Online), Entra ID / Active Directory, and Windows desktop environments
- Server and compute infrastructure, including Windows Server, virtualization (e.g., Hyper-V, VMware), and storage
- Cloud services (IaaS/SaaS)
- Network infrastructure: routing, switching, wireless, VPN, and firewalls
- Cybersecurity principles, frameworks, and security tools (e.g., SIEM, EDR, vulnerability management)
- SQL databases and enterprise applications, including public-safety systems (CAD, RMS)
- Telecommunications and mission-critical communications (VoIP, NG911, Radio/P25, mobile data)
- Endpoint and mobile device management
- Artificial intelligence and automation technologies, and the associated governance and privacy considerations
- Backup, disaster recovery, and business continuity planning
The successful candidate will be a proactive and collaborative professional capable of working independently and leading technology initiatives within a policing environment.
FUNCTIONAL RESPONSIBILITIES
Leadership and Administration
- Oversee and direct the daily operations, resources, workflow, and priorities of Information Technology services.
- Provide leadership, guidance, and technical direction to Information Technology staff.
- Assist with recruitment, onboarding, scheduling, performance evaluations, and professional development of IT personnel.
- Develop and implement technology strategies, policies, standards, and procedures that support organizational objectives.
- Monitor emerging technologies and recommend improvements to systems, services, and operational processes.
Budgeting, Procurement, and Asset Management
- Prepare and administer annual operating and capital technology budgets for approval by the Inspector, Support Services.
- Monitor technology expenditures and maintain accurate financial and inventory records.
- Identify opportunities for operational efficiencies and cost savings while maintaining service quality and security.
- Research, evaluate, and recommend technology solutions, equipment, and services.
- Coordinate procurement activities including quotations, tenders, vendor selection, and contract administration.
- Apply for and monitor grant funding opportunities related to technology initiatives.
- Ensure appropriate maintenance, security, lifecycle management, and licensing of all technology assets.
Infrastructure and Systems Management
- Plan, implement, maintain, and support the Service’s technology infrastructure, including servers, networks, cloud services, telecommunications, radio systems, and related equipment.
- Install, configure, test, and support hardware and software required throughout the Service.
- Monitor system performance, availability, and capacity, and coordinate corrective actions as required.
- Respond to escalated hardware, software, and network issues and coordinate repairs with vendors and service providers when necessary.
- Maintain backup, disaster recovery, and business continuity processes to ensure operational resilience.
Cybersecurity and Compliance
- Maintain and continuously improve network security systems and cybersecurity controls.
- Conduct security assessments, risk evaluations, vulnerability remediation activities, and incident investigations.
- Liaise with the Ontario Police Technology Information Cooperative (OPTIC), cybersecurity partners, vendors, and other agencies to ensure compliance with applicable security standards and best practices.
- Develop and maintain information technology policies, procedures, and security standards.
- Ensure compliance with applicable legislation, regulations, licensing requirements, and policing technology standards.
User Support and Training
- Provide technical advice and support to members regarding information technology systems and services.
- Respond to user requests and promote effective use of technology resources throughout the Service.
- Develop and maintain technical documentation, user guides, procedures, and knowledge resources.
- Coordinate and deliver training relating to technology systems, cybersecurity awareness, and operational applications.
Project and Vendor Management
- Plan, coordinate, and lead information technology projects, including defining scope, timelines, budgets, and resource requirements.
- Monitor project progress and provide status updates and recommendations to senior management.
- Evaluate project outcomes and identify opportunities for continuous improvement.
- Establish and maintain effective working relationships with vendors, consultants, service providers, and internal stakeholders.
- Negotiate and manage technology contracts, maintenance agreements, and service arrangements.
- Monitor vendor performance and ensure service delivery standards are achieved.
Communications and Emergency Systems
- Assist with the maintenance and effective operation of 9-1-1/NG911, telecommunications, radio, and related technology systems where they form part of the Service’s infrastructure.
- Coordinate with service providers regarding the installation, maintenance, and support of communications infrastructure.
- Review and resolve issues involving interactions between emergency communications systems and information technology infrastructure.
Artificial Intelligence and Emerging Technology
- Evaluate, recommend, and oversee the responsible adoption of artificial intelligence and automation tools that improve operational efficiency and service delivery, including voice assistance, transcription, and workflow automation.
- Develop and maintain AI governance, acceptable-use, and data-handling standards that ensure transparency, accountability, and compliance with applicable legislation, privacy requirements, and policing technology standards.
- Assess AI solutions for security, bias, evidentiary, and disclosure implications, and coordinate with vendors, OPTIC, and sector partners on safe and lawful deployment
General
- Maintain accurate records relating to technology assets, licensing, expenditures, projects, contracts, and operational activities.
- Prepare reports, recommendations, and presentations for senior management.
- Participate in relevant technology committees, working groups, and professional development activities.
- Perform such other duties as may be assigned by the Inspector, Support Services.
