There are 2 opportunities that Manitoba Housing is looking to fill with qualified candidates. These opportunities may be located in any one of the following locations: Thompson, The Pas, Portage la Prairie, Selkirk, or Dauphin.
Duties:
As a member of the department’s management team, the Senior Regional Director is responsible for providing strategic leadership and operational planning for improving efficiency, quality and consistency
of Property Services across multiple assigned Districts by managing the development and implementation of changing business priorities and evaluating progress, while monitoring operational, administrative and staffing budgets within the assigned districts within the Region.
The Property Services Branch of Manitoba Housing delivers the Social Housing Rental Program across Manitoba, including budget administration, planning and reporting, applications, tenanting, repairs and maintenance, and vacancy and arrears management, in accordance with established policies and procedures. The role requires strong communication and interpersonal skills to work effectively with tenants from diverse socioeconomic backgrounds, supporting stable and respectful tenancies.

Qualifications:
Essential:
- Leadership experience at a senior level, including direct accountability for leading large, multi-disciplinary and geographically disperses teams. Experience must demonstrate the ability to manage performance, address employee and labour relations issues, coach and develop leaders, set priorities, and foster a respectful, accountable, and high-performing work environment in a complex operational setting
- Demonstrated experience in strategic planning, including leading project management/change management initiatives and setting priorities aligned with organizational and divisional goals
- Strong written communication skills including the ability to express ideas in a clear, concise and organized manner for a variety of audiences to produce materials such as briefing notes, reports, letters, submissions, manuals or procedures, etc
- Excellent verbal communication skills including the ability to communicate with all levels of the organization and with both internal and external stakeholders
- Well-developed interpersonal skills with the ability to establish trust, influence stakeholders, manage conflict, and foster effective working relationships across a complex, unionized, and service driven environment
- Excellent analytical and problem-solving skills with the ability to assess complex issues, identify root causes, and develop effective, data-informed solutions
- Political acumen demonstrated through experience providing advice to senior leaders and officials on sensitive issues
- Ability to apply and operationalize policies, regulations or legislation and/or collective agreements
Desired:
- Post-secondary education with degree in public administration/policy, business administration, project management or an equivalent combination of education, training and experience related to the fundamental practices of business operations, real-estate property functions, asset management and capital planning, and facility management may be considered
- Strong financial acumen with demonstrated ability to oversee and manage financial resources within a complex, multi-project environment
- Knowledge of The Residential Tenancies Act and the Social Housing Rental Program Policies
Conditions of Employment:
- Must be legally entitled to work in Canada
- Must provide and maintain a satisfactory Criminal Record Check with Vulnerable Sector Search
- Must provide and maintain a satisfactory Child Abuse Registry Check and Adult Abuse Registry Check
- Must have a valid class 5 driver’s license and access to a personal vehicle for government business travel throughout the Province of Manitoba
