Position Summary
Under the direct supervision of the Chief Financial Officer, the Regulatory Analyst will, for Tbaytel, recommend, develop and implement telecommunications and broadcasting regulatory frameworks that will address public policies and regulatory issues.
Major Responsibilities
- Provide concise and timely analysis of regulatory, technical, legal, and economic matters and advise Tbaytel’s Executive Leadership Team (ELT) and other relevant team members on the application of regulatory decisions/frameworks and their impact on the products and services offered by Tbaytel.
- Coordinate, prepare, and submit to the CRTC all regulatory applications, financial filings, and other CRTC-directed filings.
- Obtain legal interpretations and assistance, as necessary, with respect to filing and/or other items before the Canadian Radio-Television Commission (CRTC) and other similar organizations.
- Monitor and research regulatory and other activities related to telecommunications at the provincial, national, and international levels.
- Coordinate, prepare, and submit monthly and/or annual financial information as required with industry organizations.
- Research and prepare studies, reports, and presentations as determined or assigned on specific issues affecting Tbaytel, such as Spectrum and its related auctions, privacy, and customer-specific issues and complaints.
- Ensure maintenance of, and compliance with, all existing legislation, codes and directives issued affecting Tbaytel’s telecommunications and broadcasting products and services, such as the Telecommunications and Broadcasting Acts, the Copyright Act, The Wireless Code of Conduct, the Television Service Provider Code, the Internet Code, and the Procedural and Deposit & Disconnection Codes of the Commission for Complaints for Telecom-Television Services.
- Participate as necessary in industry working groups, such as Innovation, Science & Economic Development Canada (ISED), and the CRTC Interconnection Steering Committee’s sub-groups, like the Emergency Services Working Group (ESWG) and actively participate in industry association membership initiatives including the Canadian Telecommunications Association (CTA) and the Canadian Communication Systems Alliance (CCSA).
- Maintains an up-to-date knowledge of and complies with all legislation and Tbaytel policies relevant to the position and the duties performed.
- Perform all other related duties as may be determined or assigned.
Minimum Qualifications
- A degree or diploma in Business Administration, or related diploma, such as Law or Finance
- Three (3) years of analytical and interpretive experience in the fields of regulation, and/or public policy related to information and communications technologies, inclusive of the internet
- Strong analytical abilities, and organizational and interpersonal skills, along with the ability to simplify and communicate complicated information professionally and effectively to a diverse audience both orally and in writing
- Demonstrated ability to take ownership of and accountability for various reports and submissions and be skillful at managing and prioritizing multiple complex deliverables to meet deadlines and goals in a fast-paced ever-changing environment
- Proficiency in the use of various computer software programs, such as MS Office (Excel, Word,
PowerPoint) and Google Drive (Email, Sheets, Docs, Slides) with the ability to learn new software as required.

business model, as well as the applicable legal and regulatory frameworks
- Ability to effectively work collaboratively with diverse cross-functional employees and leadership
teams in a dynamic organization
